1987-58 Opposing Overseas Construction and/or Reflagging Foreign Processing Vessels.A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY OPPOSING OVERSEAS
RECONSTRUCTION AND /OR REFLAGCING FOREIGN PROCESSING VESSELS
WHEREAS, Kodiak Island Borough and the City of Kodiak are nearly 100
percent dependent on fish harvesting and fish processing to maintain her
economy; and
WHEREAS, Kodiak Island suffered through a difficult recession between
1982 and 1985 with the sharp decline in crab and salmon processing; and
WHEREAS, through the cooperative efforts of the local fishermen and
processing plant owners a new industry, the processing of pollock and cod into
frozen fillets and sur imi, has been developed; and
WHEREAS, as a result of the development of this industry, tradesmen
on the industrial, wholesale and retail levels are profiting from the upsurge
in the local economy; and
WHEREAS, the overseas reconstruction :r reflagging of foreign fish
processing vessels by the United States Congress would seriously impede the
economy of the Kodiak Island Archipelago; and
WHEREAS, the Kodiak Island Borough Assembly adopted Resolution No.
88 -80 -R, A Resolution of the Kodiak Island Borough Assemb:y Urging Congress to
Include a Restriction on Re- Flagging Foreign Processing Vessels !n the Magnuson
Fishery Conservation and Management Act, on November 5, 1988.
NOW. THEREFORE, BE IT RESOLVED that the Kodiak Island Borough
Assembly vigorously opposes any action of the United States Congress wh ',ch
would allow the overseas reconstruction and /or reflagging of foreign processing
vessels.
