1987-57 Supporting the State of Alaska Department of Fish and Game in Reacquiring the Management Authority of Three Species of Marine Mammals from the Federal Government Under the Terms of the Marine Mammal Protection Act (MMPA).WHEREAS, the Marine Mammal Protection Act limits the harvest of sea
i otters, polar bears and walruses almost entirely to native subsistence hunting;
and
WHEREAS, the state of Alaska would be able to regulate hunting and
other uses of these three species by using current population information; and
WHEREAS, the Marine Mammal Protection Act was basically designed for
protection, not management and does not allow flexible managing strategies to
be applied to the species; and
WHEREAS, state of Alaska management might ease the worry of
I environmentalists of the possibility of non - native hunters killing sea otters
and walruses in order to protect commercial shellfish beds; and
WHEREAS, some bays have developed such a large population of sea
11 otters that depletion of food resources causes concern about the potential
development of starvation and disease decimating the population of sea otters;
i and
A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY SUPPORTING THE
STATE OF ALASKA DEPARTMENT OF FISH AND GAME IN REACQUIRING THE MANAGEMENT
AUTHORITY OF THREE SPECIES OF MARINE MAMMALS FROM THE FEDERAL GOVERNMENT.
WHEREAS, the state of Alaska has as a goal to institute scientific '
management of the three species; and
WHEREAS, the Marine Mammal Protection Act Comes up for
reauthorization or amendment in 1988 and this is a chance for Alaskans to have
I a bigger voice in management.
NOW, THEREFORE, BE IT RESOLVED that the Kodiak Island Borough
strongly supports the state of Alaska in regaining management authority for sea'
otter, polar bear, and walruses and urges Governor Cowper and the Alaska
Legislature to aggressively pursue obtaining the management authority.
PASSED AND APPROVED this 1 day of October, 1987 by the Kodiak Island
Borough Assembly.
