WHEREAS, Alaska's present statutes regarding possbgT•n and use of
marijuana are in conflict with Federal law, and

WHEREAS, recent studies have revealed increasing vidence of
marijuana's destructive effects on the brain, immune syit m, lungs, and
reproductive system of human beings, and
WHEREAS, recent studies show marijuana at- a single and best
predictor of future illegal drug use, and
WHEREAS. the estimated direct cost ofC ug abuse in business in the
United State is 860 billion per year, measure• n lost productivity, increased
absenteeism, rising medical costs, more workp / ace accidents, and stealing by
employees to support their addictions, app
WHEREAS, the U. S. and the Stat of Alaska spends millions of dollar
every year to treat drug abuse patients. and
WHEREAS, the Kodiak 1slartd 8.rough and City of Kodiak Substance Abus
Task Force recommend that posses en and use of marijuana be recri minal ized.

WHEREAS, it is totally inconsistent to urge young people to "say no"
to drugs at the same time j,t a: i legal to possess and use drugs, and
WHEREAS, this/4 a matter of concern for the general health, welfare
and public safety of the c'tizens of Alaska.

that the Legislata.d the Governor of the State of Alaska are urged to

act.
