1987-37 Requiring Aquaculture Association Match Funds Prior to Release of the FY88 Karluk Lake Fertilization Funds.A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY REQUIRING AQUACULTURE ASSOCIATION MATCH FUNDS PRIOR TO RELEASE OF THE FY 88 KARLUK LAKE FERTILIZATION FUNDS WHEREAS, Kodiak Regional Aquaculture Association was formed in 1983 for the purpose of fisheries development and particularly salmon enhancement, and WHEREAS, the Kodiak Island Borough supports the concepts of fisheries development and salmon enhancement, and WHEREAS, the State of Alaska initiated the rehabilitation of Kar luk Lake with ■ lake fertilization program in 1988, and WHEREAS, the Kodiak Island Borough funded the second year of the lake fertilization program in 1987 when state funding was not available, and WHEREAS, the 1987 funds were turned over to the management of the KRAA as the most appropriate organization to administer such funds, and WHEREAS, continuation of the KRAA is dependent upon commercial fishermen voluntarily contributing funds to continue the organization's fisheries development efforts, and WHEREAS, the Kodiak Island Borough has appropriated 580,000 as match funds for the 1988 lake fertilization to continue the program if it is supported by the commercial fishermen to the extent that they voluntarily contribute an equal amount of funds to continue the program. NON, THEREFORE, BE IT RESOLVED by the Kodiak Island Borough Assembly that the 660.000 appropriation for the Kar luk Lake Fertilization Program is available to the Kodiak Regional Aquaculture Association on only a dollar for dollar match basis with voluntary contributions from commercial fisherman and 'the funds will be released to the KRAA only if the total of Borough funds and match funds are adequate to fully fund the project. BE IT FURTHER RESOLVED that the Kodiak Island Borough staff are directed to make the necsssery administrative changes to carry out this resolution.
