1987-17 School Construction NegotiationsA RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY AUTHORIZING THE MAYOR TO ENTER INTO NEGOTIATIONS FOR CONTRACTS WITH THE CITY OF LARSEN BAY AND THE CITY OF PORT LIONS FOR SCHOOL CONSTRUCTION. paybi Clerk Resolution 87 -17 -R Pace 1 of 1 WHEREAS, the Kodiak Island Borough made plans, sold general obliga- tion bonds and is now designing school renovation and addition in the cities of Larsen Bay and Port Lions; and WHEREAS, the Kodiak Island Borough is very concerned that local .village residents be employed on this project to the maximum extent possible; and WHEREAS, adequate technical expertise, bonding and insurance are necessary to protect the public interest; and WHEREAS, AS 29.35.010(13) and Kodiak Island Borough Code 3.16.070(D) provide for direct negotiated contracts. NOW, THEREFORE, BE IT RESOLVED by the Kodiak Island Borough Assembly that the Mayor is authorized to enter into negotiations for contracts with the City of Larsen Bay and the City of Port Lions for construction of the school renovation /addition in the respective village with the following requirements to be met: 1. Each village must issue a Request for Proposals for Professional Construction Management Service and enter into a contract for this service to assure technical expertise is present on the project. All Professional Construction Management Service will be subject to inspection by the Kodiak Island Borough. 2. Each village must guarantee maximum local hire for the project. 3. Each village must obtain bonding and insurance coverage for the project at the same levels required of other contractors. 4. The contracts returned shall present a fixed price for construction of facilities involved. BE IT FURTHER RESOLVED that the Mayor is authorized to go out for bids if the negotiations break down or reach an impasse.
