Kodiak Island Borough Building, 710 Mill Bay Road. The
meeting was called to order at 7:30 p.m.
The invocation was given by Captain Dave Davis of the
Salvation Army, followed by the Pledge of Allegiance.

AWARDS AND PRESENTATIONS
A. NOVEMBER STUDENTS OF THE MONTH
Mayor LeDoux presented the November Students of the Month
award to Erling Ursin, a student at Port Lions School and
Nathalie Franquelin, a Junior at the Kodiak High School
Learning Center. Village Principal Ray Maltos accepted
the awards.
B. DECEMBER STUDENT OF THE MONTH DECEMBER
STUDENT OF THE
Mayor LeDoux presented the December Student of the Month MONTH
award to Astried Lievano, a junior at Kodiak High School.
Astried Lievano accepted the award.
CITIZENS COMMENTS
In response to Mr. Jack Doyle, Manager Carlson said Alaska
Department of Environmental Conservation (ADEC) accepted
the water samples obtained from Lake Orbin and they
scheduled the samples for analysis.
Shari Doyle, Womens Bay resident, noted the dumping of
wood, glass, and many types of dump yard materials in the
Brechan pit area as a violation. She wished everyone a
merry Christmas.
Tess Dietrich thanked the Assembly for referring the
ground lease amendment request of the Kodiak Island
Sportsman's Association (KISA) to Planning and Zoning
Commission. She said the decision was the correct
procedure to follow.
Tim Booch favored the Assembly's decision to refer KISA's
lease request to the Planning and Zoning Commission. He
noted the consensus given was not officially recorded at
the work session and asked Manager Carlson to reiterate
the decision for the record.
In response, Manager Carlson announced he referred KISA's
request to the Planning and Zoning Commission and they
could contact Duane Dvorak for additional details.
Assemblymember Bonney said the Navy Seals retracted their
lease proposal and what he heard was the police and state
troopers would use Salonie Creek for target practice.

Establishing the Trinity Islands Streetlight Service
Area to Provide Construction, Operation, and
Maintenance of Streetlights in the Trinity Island
Subdivision.
BONNEY, moved to adopt
seconded by BRANSON Ordinance No. 2002 -18.
Manager Carlson said this would initiate the process for
the creation of the Trinity Islands Streetlights Service
Area in the interest of public safety and neighborhood
convenience.
Mayor LeDoux called for public testimony; hearing and
seeing none, she reconvened the regular meeting.

BOROUGH MANAGER'S REPORT BOROUGH
MANAGER'S
Manager Carlson provided an update regarding Judge Zilly's REPORT
decision on Steller Sea Lions. Preliminary information
favored the fishing position; however, the court remanded
the 2001 Biop plan to National Marine Fisheries Service
for further action. He wished everyone a merry Christmas
and a happy new year.

Mayor LeDoux said the State of Alaska Department of MAYOR
Education required the School District to submit
participation in school related General Obligation bond
debt. She noted the community pool was on the project
list. She reminded the residents about the costs
associated in building a bigger, nicer pool. She wished
everyone a merry Christmas and a happy new year.

Manager Carlson said this was a proposal from KFCI to
serve as the Borough's independent financial advisor in
the issuance of approximately $3.1 million of general
obligation refunding bonds to the Alaska Municipal Bond
Bank Authority. Dan Kaplan of KFCI served as a financial
advisor to the Borough for its Series 1998 General
Obligation Bonds.

Manager Carlson reported the School Board, at their last
meeting, adopted the GO Bonds projects list at the
recommendation of the School District Facility Review
Committee. He noted the intent to submit the bond ballot
to the voters expeditiously.
Assemblymember Razo supported the Resolution and noted the
hard work of the facilities review committee and he was
glad to see the school board adopt it.
Assemblymember Branson agreed the timing was of the
essence and she fully supported the resolution also.
Assemblymember Wells said ample opportunity for discussion
will be provided before bonds are voted on.
Assemblymember Abell advised the projects may cause a mil
rate increase, he noted however the necessity to take
advantage of the bonds.

Jim Cobis served on the Parks and Recreation Committee in
the past and expressed his desire to re -apply for a seat
on the committee upon his return from his vacation.
In response, Mayor LeDoux advised him of the application

Betty Walters, School District Superintendent, thanked the
Assembly for passing Resolution No. 2002 -34.

Assemblymember Wells welcomed the college students back to
Kodiak. She said that everyone should be appreciative of
how wonderful and special place Kodiak is.
Assemblymember Abell wished everyone happy holidays and
asked residents to be mindful of the less fortunate
members of the community this holiday season.
Assemblymember Razo wished everyone a safe holiday. He
noted the higher penalties for drinking and driving.
