2001-05-17 Regular MeetingA regular meeting of the Kodiak Island Borough Assembly was held May 17, 2001 in the Assembly Chambers of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was called to order at 7:30 p.m. The invocation was given by Pastor Scott Sampson of the Church of the Nazarene. HEINRICHS, moved to approve the seconded by BRANSON minutes as submitted. Assemblymember Branson corrected page three of the April 19 minutes by replacing the word "Education" with the words "Revenue and Finance ". She also corrected the spelling of Kristie Wall's name on page eight of the May 3 minutes. MOTION CARRIED Unanimous voice vote A. Fiscal Year 2002 Budget Power Presentation Manager Carlson gave a power point presentation on the fiscal year 2002 budget. Student of the Month STUDENT OF THE MONTH Mayor LeDoux announced that Curtis Mortenson, a senior at Kodiak High School, was the Student of the Month. She presented the Award to his parents. C. Proclamations PROCLAMATIONS Mayor LeDoux proclaimed May 27, 2001 "Fishermen's Memorial Day" encouraging the Community to extend their condolences to the families and friends of all fishermen and women who lost their lives at sea and to wish the entire commercial fishing fleet a safe and prosperous season. Colleen Newman of the Fishermen's Wives and Associates accepted the proclamation. Mayor LeDoux proclaimed May 20 -26, 2001 "Emergency Medical Services Week" encouraging the community to observe this week with appropriate programs, ceremonies, and activities. Bob Himes, Bayside Fire Department chief accepted the proclamation. Mayor LeDoux proclaimed May 13 -19, 2001 "Senior Center Week" calling upon all citizens to recognize the special contributions of the Senior Center participants, and the special efforts of the staff and volunteers who work every day to enhance the well -being of the senior citizens of our community. Beryl Lassen accepted the proclamation on behalf of the Senior Citizens of Kodiak. CITIZENS' COMMENTS Mike Milligan complemented the power point presentation. He said Kodiak residents received $1963 from the Permanent Fund Dividend and he supported fully funding education. Doug Letch, chief -of -staff to Representative Gary Stevens, thanked the Assembly for supporting legislators and the clerk's office for providing information. He urged residents to contact their legislators through the Kodiak Legislative Information Office. Anne Barker was concerned about the clear - cutting of trees by subdivision developers. She urged the Assembly to require developers to establish a tree planting program before reselling subdivided properties. COMMITTEE REPORTS None. PUBLIC HEARING A. Resolution No. 2001 -28 Establishing the Minimum Amount of Funds to be Made Available From Local Sources for the Kodiak Island Borough School District for the Fiscal Year Beginning July 1, 2001 and Ending June 30, 2002. RAZO, moved to adopt Resolution seconded by BRANSON No. 2001 -28. Manager Carlson thanked the School Board for providing a comprehensive school funding budget. Regular Assembly Meeting May 17, 2001 FISHERMEN'S MEMORIAL DAY EMERGENCY MEDICAL SERVICES WEEK SENIOR CENTER WEEK CITIZENS' COMMENTS COMMITTEE REPORTS PUBLIC HEARING RESOLUTION NO. 2001 -28 Volume XXVII Page 11 Mike Milligan provided a copy of a teacher recruitment ad to the Assembly. He said fully funding education would help school administration to competitively hire teachers. Jeff Stephan, School Board president, thanked Assemblymember Razo for his tireless attendance and contribution to the budget meetings. He thanked the Assembly for their attention to the school district budget. Norm Wooten, School Board member, thanked legislators and the Assembly for their commitment to education funding. He said additional funding would result in a higher quality education for the students. Betty Walters, school district superintendent, thanked the Assembly for listening and communicating with the School Board. She said the school district would continue being accountable in providing quality education for students. Meri Holden, North Star Elementary School and Kodiak Middle School Parents facilitator, urged the Assembly to fully fund education. She hoped for long -term funding solutions. Ben Ardinger, appreciated the work of the School Board and Assembly to fully fund education. He wanted to see the fifth and sixth grade choral groups reinstated. Lorna Arndt felt the school district should cut expenses. Valerie White, phoned to support the school budget and to urge the Assembly to form a subcommittee for a long term - funding solution. Assemblymember Stevens thanked Manager Carlson for his diligence in finding a way to fully fund education. Assemblymember Turner thanked the School Board for working with the Assembly. She also wanted a long -term funding solution. Assemblymember Razo was pleased to see education fully funded without raising taxes or using Shuyak funds. Assemblymember Abell was concerned that funds received for education this year might not be available next year. He urged the School Board to be fiscally responsible. Manager Carlson said the substituted version presented at work session included the purchase of a vehicle for Womens Bay Fire Department and use of the Monashka Bay Road Service Area fund balance for road repairs and maintenance. Manager Carlson said the rezone allowed disposal and development of the lots that are consistent with the existing residential development in the area. Christine Bushell phoned to say this created small lots. Assemblymember Heinrichs noted these were large tracts with a minimum of 40,000 square feet. Assemblymember Stevens said this was a long -term effort of the Planning and Zoning Commission to get Borough land to the public. MESSAGES FROM THE BOROUGH MAYOR Mayor LeDoux thanked Manager Carlson for his budget presentation. She acknowledged Representative Steven's and Senator Austerman's efforts to provide additional school funding. She thanked the Assembly and School Board for working together. She commended City Council Member Tom Walters' innovative suggestion to reinstate school crossing guards. She attended the Southwest Alaska Municipal Conference in Dutch Harbor. She said their June 4 public meeting would focus on distribution of the $30 million settlement fund. She extended condolences to Carol Lechner and Sue Lagasse. UNFINISHED BUSINESS None. Manager Carlson said this authorized the expenditure of funds in fiscal year 2002 including General, Special Revenue, Debt Service, Enterprise, and Internal Service Funds. This also levied a tax on the real and personal property within the Borough as well as upon natural resources extracted and removed from the Borough. He felt the budget as approved would greatly benefit students. Mike Milligan felt the Assembly represented the community well and thanked them for listening. Janelle Everett, KMXT news director, thanked Assemblymembers Stevens and Branson for supporting KMXT's 25th year fund raising. ASSEMBLYMEMBER COMMENTS ASSEMBLYMEMBER COMMENTS Assemblymember Heinrichs congratulated Borough employees Paul VanDyke, Sharon Nault, Marylynn McFarland, and Gale Gardner, for their academic achievements. He thanked Representative Stevens and Senator Austerman for their efforts on increased education funding. Assemblymember Branson congratulated Curtis Mortenson and wished him well in college. She was pleased with the school district budget and thanked Assemblymember Razo for attending the budget meetings. Assemblymember Stevens wished Curtis Mortenson the best in his future endeavors. He attended SWAMC meetings in Dutch Harbor. He said the Kodiak public forum on June 4 would focus on sea lion litigation settlement funds. He thanked the community for speaking to the school district budget. He urged the community to call their legislators to express their concern about ferry service to Kodiak. Assemblymember Turner acknowledged the accomplishments of Manager Carlson and the Clerk's office. She congratulated Curtis Mortenson. She wanted to see a long -term plan for school funding and encouraged the public to participate in future discussions. Assemblymember Razo was gratified to have education fully funded. He encouraged the children in the community to participate in the Kodiak Arts Council's summer programs. Mayor LeDoux announced that the Assembly would meet in work session Tuesday, May 22 and Thursday, May 31 at 7:30 p.m. in the Borough conference room and a regular meeting Thursday, June 7 at 7:30 p.m. in the assembly chambers. Assemblymember Razo would travel to Hawaii May 19 -29 for the Naco Conference. Borough offices would be closed Monday, May 28 for Memorial Day.
