Regular Assembly Meeting
February 19, 2004
A regular meeting of the Kodiak Island Borough Assembly was held February 19,
2004 in the Assembly Chambers of the Kodiak Island Borough Building, 710 Mill
Bay Road. The meeting was called to order at 7:30 p.m.
The invocation was given by Sergeant Major Dave Blacketeer of the Salvation
Army, followed by the Pledge of Allegiance.
Present were Mayor Gabrielle LeDoux, Assemblymembers Tom Abell, Tuck Bonney,
Pat Branson, Robin Heinrichs, Cecil Ranney, Wayne Stevens, and Nancy Wells.
Absent and excused was Assemblymember Tuck Bonney. Staff present were
Manager Pat Carlson, Clerk Judi Nielsen, and Deputy Clerk Nova Javier.
APPROVAL OF AGENDA
BRANSON moved to approve the agenda, seconded by STEVENS

APPROVAL OF MINUTES
A. Kodiak Island Borough Assembly Special Meetings of January 3 and 22,
and Regular Meeting of January 10, 2004.
HEINRICHS moved to approve the minutes as submitted, seconded by STEVENS

AWARDS AND PRESENTATIONS
A. Employee of the Quarter - Manager Carlson
Manager Carlson presented the Employee of the Quarter Award to Teresa Medina,
Cashier in the Finance Department.
B. Employee of the Year - Manager Carlson
Manager Carlson presented the Employee of the Year Award to Jeff Johnson,
Baler Operator II in the Engineering and Facilities Department.
C. Longevity Award - Manager Carlson
Manager Carlson presented a Five -Year Longevity Award to Lori Demi, Drafting
Technician in the Community Development Department.
D. January Students of the Month - Mayor LeDoux
Mayor LeDoux presented the Kodiak Island Borough Student of the Month Awards
for January 2004 to Amanda Squartsoff, a at Port Lions School and
Jaron Carlson, a Junior at Larsen Bay School. Village Principal Ray Maltos
accepted the awards.
E. February Student of the Month - Mayor LeDoux
Mayor LeDoux presented the Kodiak Island Borough Student of the Month Award
for February 2004 to Kelsey Neussl, a Junior at Kodiak High School.

CITIZENS' COMMENTS
Don Roberts read a letter stating his objection to the appointment of
individual Assemblymembers to the Providence Advisory Boards. He said this
was improper and contrary to good government.
Pam Foreman Parks and Recreation Committee member said the Committee, along
with several other agencies, were working to develop a comprehensive plan for
Kodiak's Road System Trails. Surveys would be sent out to gather information
and the final results would be available for public review throughout the
latter part of the summer.
Julie Hill Kodiak Youth Services president, reported on the crisis they
faced due to loss of state funding. She asked to have discussion at the next
Assembly work session. She thanked the Assembly for their support.
Assemblymember Branson said discussion would be timely and a concurrence was
given to add the Kodiak Youth Services to the next work session agenda.
COMMITTEE REPORTS
A. U.S. Army Corps of Engineers Update - Dr. Mollie Tevrucht
Dr. Mollie Tevrucht U.S. Army Corps of Engineers Project Manager, reported
on the ongoing federal clean -up activities on Kodiak Island. She invited the
Assembly and the public to attend their open house at Safeway on February 20,
from 4:00 -6:00 p.m.
Assemblymember Branson attended the Alaska Hospital and Nursing Home
Association's meeting in Juneau. She said numerous smaller rural hospitals
were on the verge of closing due to State and Federal budget cuts.
Assemblymember Ranney attended the School District Budget Review Committee
meetings and said the School Board recognized and thanked the Assembly for
funding at the cap last year. He expected budget short falls next year due
to a projected loss of 100 students. He urged everyone to contact
legislators.
Assemblymember Stevens along with Assemblymember Abell attended SWAMC's
annual conference in Anchorage. He said Northern Economics, Inc. was
contracted by SWAMC to conduct a survey of the type and value of goods and
services that Southwestern Alaskans have purchased in South - Central Alaska.
This would show the funds contributed to the economy of South - Central Alaska.

BOROUGH MANAGER'S REPORT
Manager Carlson said the Non - Profit funding applications would be mailed in
March. He said PKIMC's operation in Kodiak was envied by other communities
and that reflected an outstanding job by the Assembly. He said not having
an Assembly representative on the boards would show a lack of responsibility.
MESSAGES FROM THE BOROUGH MAYOR
Mayor LeDoux said she traveled with Assemblymembers to Juneau to meet with
the legislators. She was glad to hear the accomplishments being made on the
Kodiak Trail Plans. She said home porting the NOAA research vessel, Oscar
Dyson in Kodiak harbor was exciting and would result in additional jobs.

NEW BUSINESS
A. CONTRACTS
1. Contract No. 2004 -06 Kodiak Island General Obligation School Bond
Attorney.
STEVENS moved to award Contract No. 2004 -06 with Thomas Klinkner of Birch,
Horton, Bittner and Cherot Law Offices, seconded by ABELL
Manager Carlson said Mr. Klinkner served as the Kodiak Island Borough bond
counsel for many years. The amount of the contract would be determined by
the closing out of bond proceeds.
Assemblymember Heinrichs asked for the flat fee and percentage rate for the
contract. Manager Carlson did not have the information and noted there were
no time constraints and the Assembly could postpone action.
HEINRICHS, moved to postpone Contract No. 2004 -06 to the next regular
meeting, seconded by BRANSON

2. Contract No. 2004 -07 Purchase of Burn Boxes for Akhiok and Karluk.
STEVENS, moved to approve a sole source purchase of burn boxes for Akhiok and
Karluk from Alaska Stoves on behalf of the EVOS Kodiak Waste Management
Project in an amount not to exceed $40,780, seconded by BRANSON
Manager Carlson said the burn boxes would help reduce the waste in Akhiok and
Karluk 75 to 90 percent in an efficient and effective manner.

3. Contract No. 2004 -08 Purchase of Burn Boxes for Larsen Bay, Old
Harbor, and Port Lions.
WELLS, moved to approve a sole source purchase of burn boxes for Larsen Bay,
Old Harbor, and Port Lions from Summit Consulting Services on behalf of the
EVOS Kodiak Waste Management Project in an amount not to exceed $127,200,
seconded by BRANSON
Manager Carlson said this contract was for burn boxes for Larsen Bay, Old
Harbor, and Port Lions.

4. Contract No. 2004 -09 Purchase of Used Storage Containers for
Akhiok, Karluk, Larsen Bay, Old Harbor, Ouzinkie, and Port Lions
to Collect and Store Household Hazardous Waste.

BRANSON, moved to approve a sole source purchase of used shipping containers
for Akhiok, Karluk, Larsen Bay, Old Harbor, Ouzinkie, and Port Lions from
Alaska Container Cache on behalf of the EVOS Kodiak Waste Management Project
in an amount not to exceed $19,800, seconded by HEINRICHS
Manager Carlson said the used containers would give the communities a safe
place to collect and store household hazardous waste and pollutants.

B. RESOLUTIONS
1. Resolution No. 2004 -07 Adopting a Capital Improvement Program for
Fiscal Years 2004 Through 2008 and Establishing a Capital
Improvement Projects Priority List.
STEVENS, moved to adopt Resolution No. 2004 -07, seconded by BRANSON
Manager Carlson Manager Carlson said this adopts the Capital Improvement
Projects Priority List. He said a corrected version was provided reflecting
the change requested by the Assembly.

2. Resolution No. 2004 -09 Establishing Citizens Board
Dates for the Year 2004.
BRANSON, moved to adopt Resolution No. 2004 -09, seconded by HEINRICHS
Manager Carlson said this formally set the 2004 Board of Equalization dates.

ASSEMBLYMEMBER COMMENTS
Assemblymember Branson congratulated the Borough employees and students. She
urged residents to support Kodiak representatives and others in their quest
to raise the foundation formula for the schools. She looked forward to
meeting with the Kodiak Youth Services.
Assemblymember Heinrichs congratulated the Borough employees and students.
He thanked the Corps of Engineers for their clean up efforts. He was pleased
with the genuine concern of representatives to increase school funding.
Assemblymember Stevens congratulated the Borough employees and students. He
wanted discussion on the 1988 Solid Waste Task Force.
Assemblymember Wells congratulated the awardees. She asked residents to
contact the Governor and Legislators about working for the best interest of
the people. She announced the Kodiak Human Services Coalition just launched
their new website at www.kodiakhsc.orq.

Assemblymember Abell urged residents to educate themselves about the reserved
funds of local government and the state.
Mayor LeDoux announced the Assembly would meet in a work session on Thursday,
February 26 at 7:30 p.m. in the Borough conference room and a regular meeting
on Thursday, March 4, at 7:30 p.m. in the assembly chambers.
She announced there would be a Boards, Committees, and Commission Member
Reception on Friday, February 27 at the Kodiak Fisheries Research Center
starting at 7:00 p.m.
ADJOURNMENT
With no objection, she adjourned the meeting at 8:41 p.m.
