A regular meeting of the Kodiak Island Borough Assembly REGULAR MEETING
was held December 21, 2000 in the Assembly Chambers of the
Kodiak Island Borough Building, 710 Mill Bay Road. The
meeting was called to order at 7:30 p.m.
The invocation was given by Captain David Davis of the
Salvation Army, followed by the Pledge of Allegiance.

Mayor Gary Stevens presented the Student of the Month
Award to Elise Pletnikoff, a junior at Kodiak High School.

PUBLIC HEARING PUBLIC HEARING
A. Ordinance No. 2000-20 Rezoning Lots 1A-12 B, ORDINANCE NO.2000-20
Block 1, and and Lots 1-6, and Lots 19-24, Block 2,
and Lots 1-8, Block 3, Island lake Subdivision and
Lots 7A, &B, 7C, and 8, Block 1, Miller Point
Subdivision 1st Addition From R1 -Single Family
Residential To R2 -Two Family residential (Generally
located along Island Lake Road, Arctic Tern Street,
Kittiwake Street, and Ptarmigan Pass Street).
RAZO, moved to adopt Ordinance
seconded by BRANSON No. 2000-20
Mayor Stevens opened the public hearing.
Perry Page was concerned about traffic on Island Lake and
wanted the road paved. He saw the rezone creating traffic
congestion and serious accidents. He was surprised the
Commission approved a rezone that staff opposed.
Craig Baker did not see overcrowding in the area and felt
this would financially benefit property owners.
Mike Sweeney petitioner for the rezone, felt this gave
property owners the ability to build multi -family
dwellings. He did not anticipate an impact from traffic.
Lorna Arndt wanted to see the road paved. She stressed
"conformance" and said it would be a shame if property
owners were deprived of R-2 zoning.
Jo Ure opposed the rezone. She wanted the roads paved and
noted the lack of street lights.
Craig Olson was opposed because he felt access was too
limited and people needed more space.
Mayor Stevens closed the public hearing and reconvened the
regular meeting.
Assemblymember Razo said the Planning and Zoning
Commission labored for eight months and through three
public hearings to make a decision. He felt the rezone
was appropriate.
In response to Assemblymember Heinrichs, Bob Scholze,
Community Development Acting Director, outlined the
specific parking requirement, limited lot sizes, and
population density.
Assemblymember Abell felt the rezone would increase
property values.
Assemblymember Bonney felt the rezone would create
conformity that was good for the neighborhood.
Assemblymember Branson supported the ordinance.

Assemblymember Turner wanted to ensure that restrictions
were upheld and requests for variance not accepted.
ABELL, moved to amend Ordinance
seconded by TURNER No. 2000-20 by deleting all
reference to Block 2
and Block 3.

Mayor Stevens called for public testimony; hearing and
seeing none, he reconvened the regular meeting.

A. Resolution No. 2000-35 Requesting the RESOLUTION NO.
Alaska Department of Transportation and Public 2000-35
Facilities to Establish the Homeport for the M/V
Tustemena as Kodiak and Increase the Frequency of
service Between Homer, Kodiak, Kodiak Communities,
Communities along the Alaska Peninsula, and Aleutian
Islands as soon as practicable.
The motion to adopt Resolution No. 2000-35 was before the
Assembly.
Manager Jensen said the state Department of Transportation
completed an economic analysis of the M/V Tustemena and
determined that discontinuing service between Kodiak and
Seward was appropriate and re -allocation trips between
Homer, Kodiak, and westward was desirable. The resolution
also requested that the state DOT establish Kodiak as the
homeport for the M/V Tustemena.

4. Confirmation of Mayoral Appointments of Members to
Boards, Commissions, Committees, and Councils.
Mayor Stevens asked the Assembly to confirm his
appointment of individuals to Boards, Commissions,
Committees, and Councils as follows:
Charles Barber, Bob Stanford, and Murphy Forner to terms
to expire December 2003 and Justin Vincent to a term to
expire December 2002 on the Airport Advisory Committee.
Gerald Cloudy and Scott Arndt to terms to expire December
2003 on the Architectural/Engineering Review Board.
Tim Hurley to a term to expire December 2003 on the
Citizen's Board of Equalization.
Gil Bane and Gretchen Saupe to terms to expire on December
2003 on the Providence Kodiak Island Hospital and Health
Facilities Advisory Board.
Phil Cline to a term to expire December 2003 on the
Woodland Acres Street Light Board.
Robert Himes and Tim C. Ward to Borough seats with terms
to expire December 2003 on the Planning and Zoning
Commission.
Mayor Stevens noted that appointment to the city seat on
the Planning and Zoning Commission would take place after
a recommendation was received from the City of Kodiak and
appointments to the Providence Kodiak Island Mental Health
Center Advisory Board would take place after a
recommendation was received from Providence.

Mike Milligan phoned to comment on his appreciation of
out -going Mayor Stevens service to the community.

COMMENTS
Assemblymember W. Stevens congratulated Elise Pletnikoff
as the Student of the Month and wished out -going Mayor
Stevens well. He wished everyone merry Christmas.
Assemblymember Tuck Bonney appreciated the Christmas
lights on homes in the community. He enjoyed working with
out -going Mayor Stevens and wished him good luck.
Assemblymember Branson congratulated the Student of the
Month. She wished out -going Mayor Stevens the best of
luck and looked forward to working with him through the
legislature. She reminded the community the Assembly and
school board would meet on December 28 to begin budget
discussion. She wished everyone happy holidays.
Assemblymember Heinrichs congratulated the Student of the
Month. He thanked Senator Ted Stevens for his ongoing
efforts on the stellar sea lion issue. He attended the
Southwest Alaska Municipal Conference and felt that
Assemblymember W. Stevens would represent the community
well as the president of SWAMC. He said there was a need
for input and debate on the school district budget because
of the proximity between the current level of funding and
the state mandated maximum. He thought the challenge was
to review new ideas and look at para -professionals. He
thanked out -going Mayor Stevens for his role he played in
local government. He wished the community a merry
Christmas and happy new year.
Assemblymember Turner congratulated Elise Pletnikoff as
Student of the Month. She thanked the volunteers at the
Salvation Army for the food and toy drive. She wished
everyone merry Christmas.
Assemblymember Abell appreciated the past year and thanked
out -going Mayor Stevens, Manager Jensen, and the Clerk's
office staff. He wished the best to the community.
Assemblymember Razo thanked newly -elected Senator Alan
Austerman and Representative Gary Stevens for their
commitment to the community. He thanked the board and
committee volunteers. He looked forward to seeing a
commitment from the school board and Assembly to educate
Kodiak's children. He wished everyone merry Christmas and
a safe holiday season.
Out -going Mayor Stevens said he was passing the gavel to
Deputy Mayor Heinrichs very capable hands.

ANNOUNCEMENTS IANNOUNCEMENTS
Mayor Stevens announced that the Assembly would meet in a
work session on Thursday, December 28 at 7:30 pm in the
Borough conference room and a regular meeting on Thursday,
January 4, at 7:30 pm in the assembly chambers.
The Kodiak Island Borough offices would be closed on
Christmas Day, Monday, December 25 and New Year's Day,
Monday, January 1.
He announced that nominating petitions for the office of
Borough Mayor for a term to expire October 2001 were
available in the Borough clerk's office. The first day to
file nominating petitions with the Borough Clerk's office,
room 101, is Tuesday, December 26. The special election
will be held Tuesday, February 20, 2001.
He invited the public to join the Assembly for cookies in
the assembly chambers conference room.
