A special meeting of the Kodiak Island Borough SPECIAL MEETING
Assembly was held November 28, 2000 in the Borough
conference room of the Kodiak Island Borough
Building, 710 Mill Bay Road. The meeting was called
to order at 7:30 p.m.
There were present: ROLL CALL
Mayor:
Gary L. Stevens
Assemblymembers:
Tom Abell Greg Razo
Pat Branson Darlene Turner
Robin Heinrichs
Wayne Stevens (arrived at 7:35 pm)
Absent: Tuck Bonney
comprising a quorum of the Assembly; and
Dave Jensen, Manager
Judi Nielsen, Borough Clerk
Patti Kirkpatrick, Deputy Clerk
BRANSON, moved to excuse
seconded by HEINRICHS Assemblymembers Tuck
Bonney and Wayne
Stevens.

CONSIDERATION OF MATTERS FOR THE SPECIAL MEETING SPECIAL MEETING
A. Resignation of Borough Mayor RESIGNATION OF

RAZO, moved to accept, with
seconded by BRANSON regret, the resignation
of Gary L. Stevens as
Borough Mayor.

HEINRICHS, moved to declare the
seconded by BRANSON office of the Borough
Mayor vacant.

Assemblymember W. Stevens arrived at 7:35 pm
C. Ordinance No. 2000-19 Calling for a Special
Election on February 20, 2001 for the Purpose of
Electing the Kodiak Island Borough Mayor for a
Term to Expire October, 2001.
TURNER, moved to adopt
seconded by BRANSON Ordinance No. 2000-19
in first reading to
advance to public
hearing on December 7,
2000.

In response to Mayor Stevens, Clerk Nielsen explained
the procedures for the special election. She said
the Department of Justice's sixty day pre -clearance

period would begin December 11. Regular election
guidelines would be closely followed for the February
20, 2001 special election. The February 20 election
date would not conflict with the February 9-6 Clerk's
Institute; however, if the assembly directed, the
election date could be changed to February 13.
Mayor Stevens said the newly -elected mayor would
serve for seven months. He suggested the assembly
carefully review the expense and the need for a
special election.
Assemblymember Branson looked forward to hearing
public comments on the need for a special election.
Assemblymember W. Stevens favored moving forward with
the special election. He was concerned about the
public's perception if a special election was not
held and the Assembly filled the vacancy.
Assemblymember Razo supported the ordinance and
looked forward to public comments.
ADJOURNMENT ADJOURNMENT
There being no further business to come before the
Assembly, the meeting adjourned at 7:45 p.m.
