2000-03-30 Special MeetingKODIAK ISLAND BOROUGH Special Assembly Meeting March 30, 2000 A special meeting of the Kodiak Island Borough SPECIAL MEETING Assembly was held March 30, 2000 in the conference room of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was called to order at 7:30 p.m. There were present: ROLL CALL Mayor: Gary L. Stevens Assemblymembers: Tom Abell Robin Heinrichs Pat Branson Greg Spalinger Absent: Scott Arndt Darlene Turner Tuck Bonney comprising a quorum of the Assembly; and Dave Jensen, Manager Judi Nielsen, Borough Clerk Patti Kirkpatrick, Deputy Clerk Pat Carlson, Assessor John Danielsen, Engineering/Facilities Director BRANSON, moved to excuse seconded by SPALINGER Assemblymembers Arndt, Bonney, and Turner. VOTE ON MOTION TO EXCUSE MOTION CARRIED Unanimous voice vote CONSIDERATION OF MATTERS FOR THE CONSIDERATION OF MATTERS FOR THE SPECIAL MEETING SPECIAL MEETING 1. Proclamations. PROCLAMATIONS Mayor Stevens read the following proclamations: April 2000 Child Abuse Prevention Month encouraging all citizens to increase their participation in efforts to prevent child abuse; April 2-8 National Records and Information Management Week encouraging all citizens to recognize this event; and Special Assembly Meeting Volume XXVI March 30, 2000 Page 43 April 9-15 National County and Borough Government Week encouraging all citizens to actively participate in local government and to support programs that contribute to the quality of life of all Kodiak Island Borough citizens. 2. Contract No. 98-45A Amending Contract No. 98-48 Lease Agreement Between the KIB and the University of Alaska for Space in the Kodiak Research Center. HEINRICHS, seconded by ABELL moved to approve Contract No. 98-45A. Manager Jensen said the original lease between the Borough and the University of Alaska (UofA) was never completed. He said the UofA School of Fisheries would pay their proportionate share of costs to reside in the Kodiak Fisheries Research Center. He added that the three million dollars of Exxon Valdez oil spill funds paid by the UofA was for a portion of the total cost of the building and not for overhead costs. He said the contract allowed leasing to other tenants until the UofA could afford to use the facility. In response to Mayor Stevens, Manager Jensen said the National Oceanic and Atmospheric Administration was unable to utilize the Center because it was a teaching facility. He added that he had two potential tenants to occupy the apartments and hoped to have more during the summer. Resolution No. 2000-12 Authorizing the Sale of a Portion of Block 2, Selief Estates and Establishing Terms and Conditions. HEINRICHS, moved to adopt seconded by BRANSON Resolution No. 2000-12. Special Assembly Meeting March 30, 2000 CONTRACT NO. 98-45A RESOLUTION NO. 2000-12 Volume XXVI Page 44 Manager Jensen said the resolution authorized the sale of a portion of Block 2, Selief Estates, to the adjoining property owner for a driveway. He noted the property was approved for disposal, the value was determined by staff, and the buyer would pay the purchase price in cash, as well as all closing costs. Assessor Carlson said there was no adverse impact to the remainder of Block 2, this allowed the driveway to be located 150 feet from the intersection, and the sale would generate $2,500 to the Borough. Assembymember Heinrichs favored the sale as a way to place surplus property on the tax rolls. He was disappointed that the person purchasing the property had to endure a tedious process. He wanted to see a code change for similar purchases in the future. In response to Assemblymember Heinrichs, Assessor Carlson said the cost was approximately $4-5,000, including the $2,500. He said Borough code was not receptive to small acquisitions. VOTE ON MOTION TO ADOPT Ayes: Noes: Absent: MOTION CARRIED Branson, Heinrichs, Spalinger, Abell None Arndt, Bonney, Turner Unanimous 4. Resolution No. 2000-13 Supporting the Conservation and Reinvestment Act of 1999 (H.R. 701 and S. 2123). SPALINGER, moved to adopt seconded by BRANSON Resolution No. 2000-13. Manager Jensen said the resolution supported bipartisan legislation that would socially and economically benefit Alaskans by funding enhancement of coastal areas, historic preservation, outdoor recreation, and wildlife conservation. He noted the western states were opposed to the coastal plan. In response to Assemblymember Branson, Manager Jensen said the issue was before the House and he felt it would pass. He said the Alaska Department of Fish Special Assembly Meeting March 30, 2000 RESOLUTION NO. 2000-13 Volume XXVI Page 45 and Game asked for the Borough's support and he would have Lobbyist Brad Gilman keep him apprised.
