1985-106 Urging Full Funding Of The U.S. Coast Guard FY 86 Operating Budget.A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY URGING FULL 11 ,1 FUNDING OF THE U.S. COAST GUARD FY 86 OPERATING BUDGET. 1 WHEREAS, the U.S. House of Representatives approved the U.S. Depart - !Iment of Transportation /Coast Guard FY 86 budget at acceptable levels, and WHEREAS, the U. S. Senate approved reductions of more than KODIAK ISLAND BOROUGH RESOLUTION NO. 85 -106 -R $200,000,000 in the Department's budget, and WHEREAS, this proposed reduction would have a substantial negative impact on the Coast Guard especially at the Kodiak Base and other Alaska bases as well as throughout the United States, and WHEREAS, it is estimated the reduction in the Coast Guard operating budget could result in the closure of three air stations and substantially reduce the number of aircraft and cutters at twelve of the remaining twenty - four bases, and WHEREAS, it is estimated that approximately 6,000 of the military and civilian personnel' would also be cut, as two- thirds of the operating budget is related to personnel expense, and WHEREAS, fisheries Law enforcement would be reduced by 50% to 70% at a critical time for controlling foreign fishing activity to allow the U. S. fisheries to develop, especially Alaskan and Kodiak fisheries, and WHEREAS, the U.S. Coast Guard Air Station and Support Center in Kodiak provide vital communication monitoring services, marine safety, rescue missions and fisheries involvement to Kodiak Island, the entire Aleutian Chain and the Bering Sea. WHEREAS, the Kodiak Coast Guard Base averages at least one rescue or assistance mission per day and saves numerous lives from sinking vessels and medivacs every year. NOW, THEREFORE, BE IT RESOLVED by the Kodiak Island Borough Assembly that the U.S. House /Senate Conference Committee is hereby urged to fund the Department of Transportation, U.S. Coast Guard FY 86 budget at the same level as the bill passed by the House of Representatives. ATTEST: BE IT FURTHER RESOLVED that this resolution and a similar one passed by the Kodiak City Council be sent to the President, Alaska's Congressional Delegation and the House and Senate Chairmen on the Conference Committee.
