RESOLUTION NO. 84 -120 -R
A CONSTRUCTIONRGRANTTASSISSTANCE KODIAK ACCEPTING STATE
IMPROVEMENTS.
WHEREAS, the Kodiak Island Borough has been faced with a chronic
housing shortage resulting in dense rural -type residential development in areas,
not well suited for these conditions, and
WHEREAS, Service District No. 1 has long been recognized as a problem
area in terms of water quality resulting in residents being cited by the Alaska
;Department of Environmental Conservation (ADEC) for violation of water quality
( standards, and
WHEREAS, Kramer, Chin & Mayo, Incorporated developed the Kodiak
Island Borough Service District No. 1 Wastewater Facility Plan and Environmental
Assessment in 1980 which identified an initial improvement phase at an estimated
;cost of $4,078,000 in 1981 dollars and Tryck, Nyman & Hayes developed the Kodiak
Island Lake Water and Sewer Study in 1977 which identified a primary water
distribution system titled "Alternate 5A" for the Island Lake, Dark Lake and
,Mill Bay areas at an estimated cost of $2,014,000 in 1977 dollars, and
WHEREAS, neither of these studies identified the total needs of
;Service District No. 1, and
WHEREAS, the Kodiak Island Borough accepted legislative and ADEL
matching grants totaling $7,036,000 in 1981 which funded the first phase of
�� . sewer
improvements and a portion of the Service District No. 1 water distri-
I bution system needs, and
WHEREAS, Service District No.
1 still has need for sewer and water
improvements in areas which are tributary to the facilities constructed under
Phase I which are estimated to cost in excess of $12,000,000 more than the
first phase funding, and
WHEREAS, the Kodiak Island Borough has accepted legislative grants in : :
1983 and 1984 totaling $3,935,000 for Service District No. 1 Water and Sewer
(Improvements, and
wwEREAS. Alaska Statute 46.03.030 authorized the Alaska Department
of Environmental Conservation to award construction grants to incorporated
municipalities up to a maximum of fifty (50 %) percent of eligible project costs,
and
WHEREAS the Alaska Department of Environmental Conservation has made a g
offer of $2,200,000 to the Kodiak Island Borough.
NOW, THEREFORE, BE IT RESOLVED by the Kodiak Island Borough Assembl1
to accept the grant #50505 for $2,200,000 from ADEC and the responsibility to
operate and maintain the proposed water and sewerage lines, and
BE IT FURTHER RESOLVED that the Kodiak Island Borough agrees to the
terms and conditions of the grant offer and directs the Borough Manager to
administer the grant and negotiate and administer any necessary amendments to
the grant.
