`JREREAS, the Kodiak Island Borough has within its bound-
aries areas that are rapidly expanding industrial and residential
areas, and
WHEREAS, due to this rapid expansion numerous problems
involving health and sanitation arise needing immediate attention
and which in many instances may adversely affect the health and
welfare of the citizens of the Kodiak Island Borough, and
WHEREAS, the Borough Assembly has considered the prob-
