Assembly was held October 15, 1998 in the Assembly
Chambers of the Kodiak Island Borough Building,
710 Mill Bay Road. The meeting was called to order
at 7:30 p.m.

Bruce Schactler, Kodiak Salmon Work Group (KSWG)
spokesperson, said the Group was formed to protec
Kodiak salmon resources and was successful. He asked
the Assembly for funding for travel to the Board of
Fish meeting next January. He said Kodiak was under
attack to eliminate the Cape Igvak fishery that was
an integral part of the sockeye fishery. The Group
would also discuss changes tot he sustainable
fisheries project as the project was not favorable to
the way Kodiak fisheries had been conducted. He felt
Kodiak would be devastated.
Chaco Pearman agreed in part with Mr. Schactler;
however, he noted that due to controversial KSWG
proposals, the sport fishermen of Kodiak formed the
Sport Fishermen Association. He thought the
Association might also request funding from the
Assembly to attend the Board of Fish meetings, as he
felt a level playing field was needed to monitor the
Board.

Acting Mayor Carlson felt the transition from the MAYOR
mayor to the manager plan of government was

A. Contract No. 98 -48 Solid Waste Collection CONTRACT
Services for the Kodiak Island Borough. NO. 98048
The motion to award Contract No. 98 -48 to USA
Waste /Kodiak Sanitation of Kodiak for a period of 5
1/2 years beginning January 1, 1999 was before the
Assembly.
Acting Mayor Carlson deferred to Chris Lynch,
Engineering /Facilities Department Director, to answer
questions.
Although Director Lynch had previously answered the
Assembly's questions, Assemblymember Johnson felt the
answers should be reiterated for the public.
Director Lynch said the solid waste collection bids
from USA Waste /Kodiak Sanitation and Spizzirri
Enterprises were evaluated by unit cost for the
January through August 1998 billing months. The
spreadsheet presented to the Assembly was clear that
USA Waste /Kodiak Sanitation had the lowest monthly
billing. She recommended awarding the contract to
USA Waste.

Assemblymember Heinrichs felt that even though it was
not a predictor of next year, it was a good
comparison to see how garbage rates were affected.

Deputy Presiding Officer Arndt presented a plaque to ASSEMBLYMEMBER
out -going Assemblymember Dr. Bob Johnson.
Assemblymember Johnson gave a short speech, "I came
here a long time ago, 1938. I was twelve years old
and it wasn't exactly my choice. My dad had visited
Kodiak on the way back from a summer season as A
physician for a cannery in Kachemak, Alaska, and he
stopped here and thought this was the most beautiful
place he had ever seen. When we arrived there were
no paved streets, no street lights, and only three
automobiles, including our own. No electricity,
except for a few who had their own light plants, and
only seven phones on a party system. If you wanted
to know what was going on in town, and the phone
rang, you simply picked it up and listened. All this
was a little daunting to a city lad. No sooner did I
begin to get used to it, than it began to change.

Soon a naval station was built followed by the
arrival of the military and civilian support staff.
Kodiak became a boom town, a place where people came
to make money. The town was incorporated and grew
like topsy throughout my high school career. I spent
most of the time after graduation outside. That is
what we referred to as anyplace but here. I think it
is still referred to that way by some. These years
were spent in school or in the service. I returned
in 1955 to join my dad in the practice of medicine.
The town was still growing. There was very little
planning. In 1959 Alaska became a state. On Good
Friday in 1964, we had the biggest earthquake we had
in two hundred years and a tsunami which washed out
much of downtown Kodiak. Many of you know this. The
Borough was formed that year as well. Salmon and
king crab were big money makers. Most of the people
who came here, came for the money and eventually took
it home. The city was involved in rebuilding the
town that had been destroyed by the tsunami, and the
borough had growing pains trying to plan and enforce
zoning laws. Volunteer groups were formed to meet
community needs and grew into non - profit
corporations. The town was still growing. King crab
disappeared in the early 80s. The boom ended.
Everyone reevaluated and had to decide if it was
worth it to stay in the absence of big money. I
think those who stayed decided that they were more
interested in making a home than in making a fortune.
In the last twelve years, Jerome Selby had fine tuned
the borough into a responsible and efficient
government. I've looked at it closely and feel we
don't have to apologize to anyone. We get a good
"bang" out of our buck. I remind those who would cut
taxes and services that we are no longer a boom town,
and if we want to keep our community and maintain
what we have painstakingly achieved, we must do so.
I ran for office to do this. My charge to the new
manager and to the Assembly is to work without
rancor, to maintain what we have, and to move
steadily towards integrating services with the city
with the hope that eventually we will be functioning
under one government. It's been an interesting three
years. I don't know if I will ever be in public
service again."

CITIZENS' COMMENTS
Carolyn Heitman phoned to ask if the Alaska Areospace
Development Corporation and the Kodiak Launch Complex
would pay the Borough to use the landfill or would
the state pay even if they were tax exempt. She
wanted the state to help pay for the cost of the
landfill if they used it.
Deputy Presiding Officer Arndt said he would refer
the question to Director Lynch; however, he thought
the rates established for the landfill were charged
to everyone. He noted that all tax exempt entities
paid to use the landfill as it was an enterprise
fund.
Assemblymember Bonney stated he would miss
Assemblymember Johnson.
Assemblymember W. Stevens thanked Assemblymember
Johnson and said it was a pleasure to work with him
during the past two years.

Assemblymember W. Stevens presented a one -year
complimentary pass on KATS to Assemblymember Bonney.
He shared his thoughts on Assemblymember Johnson.
Assemblymember Johnson introduced a degree of
humanity and a degree of civility to the assembly
proceedings. It was appreciated. While sometimes on
opposite sides of issues, sometimes on the same side
of issues, and sometimes confused together and
looking for information he thought that at all times,
without exception, Assemblymember Johnson had the
best interests of the community at heart. He wanted
Assemblymember Johnson to know that he had
appreciated his input. He hoped when he was that age
that he had the same interest in the community and
the same energy to share.
Assemblymember Heinrichs was disappointed that Mayor
Selby was not at the meeting. He went on to state
that he met Jerome Selby years ago by literally
running into him in a parking lot while backing up
his decrepit pickup and hitting the Mayor's car.
Over the years the families have spent Christmas and
different holidays together, and he has enjoyed
watching Mayor Selby's family through this period.
Mayor Selby led this community through the good times
and the bad times, through times of largess with oil
revenues and crisis like the oil spill. In all these
things, he thought Mayor Selby had demonstrated
genuine leadership. He watched Mayor Selby at the
Alaska Municipal League, the Southwest Municipal
Conference, and other events, and saw him as a
regional leader when his advice was sought. He was
the consummate advocate for the Kodiak Island
Borough. He saluted Mayor Selby for what he had
contributed to this community. He heard the analogy
of fingerprints on things. Mayor Selby literally had
fingerprints on everything in the community, many of
the buildings, and many of the programs. Mayor Selby
was leaving a tremendous legacy for those who remain
in government in the Kodiak Island Borough. He
wished Mayor Selby the best in his new endeavors and
hoped the best for him.
Assemblymember Heinrichs thanked those who voted in
the election. He looked forward to working with the

manager for the next three years.

The public was invited to attend a reception for
Mayor Jerome Selby on Friday, October 16 7-3
p.m. at the Kodiak Fisheries Research Center on Near
Island.
