Chambers of the Kodiak Island Borough Building, 710
Mill Bay Road. The meeting was called to order at
7:34 p.m.
The invocation was given by Pastor Garry
the Community Baptist Church.
Presiding Officer Jack McFarland led the

AWARDS AND PRESENTATION
A. Employee of the Month.
Mayor Jerome Selby presented the Employee of the
Month award to Narcisco "Cisco" Penamora, a Job Coach
with the Residential Training Program, a division of
the Kodiak Island Borough Mental Health Department.
B. Certificate of Achievement
Mayor Selby presented a Comprehensive Annual Report
Certificate of Achievement from the Government
Finance Officers to Karlton Short.
Mayor Selby presented Karlton Short with the
individual award recognizing his preparation of the
report. Mr. Short applauded the entire Borough
Finance Department, especially Marcia Bell.
C. Proclamation
Mayor Selby declared September 15 -21, 1991 as
Emergency Medical Services Week and presented the
proclamation to Terri Stone with the Kodiak Area
Natives Association Emergency Medical Services.
D. Proclamation
Mayor Selby declared September 17, 1991 Citizenship
Day and September 17 -23, 1991 Constitution Week. He
said the proclamation would hang in the public
library.

Todd Littlefield spoke on behalf of Alaska Legal
Services request for funds from the Borough so the
office in Kodiak would remain open. The Governor had
rut services, closing four offices - -one of which was
Kodiak. He was seeking significant local support to
keep the office in Kodiak open. He said the area
would nominally be served by Anchorage, which meant
reduced services in the City of Kodiak and none in
the Villages. He was confident future funding would
be available but if the office was closed, other
areas would press for an office and Kodiak would

what determined late fees on outstanding balances.

MESSAGES FROM THE BOROUGH MAYOR MESSAGES FROM

Mayor Selby reported on the drafting of the capital
improvements list to be presented to the Assembly in
the form of a resolution.
He responded to the wetlands impact bill before
Congress in correspondence with Senator Stevens
regarding specific wetlands regulatory relief.
He has information for the conditions of proposed oil
and gas lease sale on the outer continental shelf
scheduled for mid -1994.
He attending a productive meeting with City, hospital
staff, and ambulance personnel. The City had
received the bids for the new ambulance, and the low
bidder was within the $75,000 budgeted.
He announced a meeting October 16th with the Coast
Guard and City to discuss an emergency services drill
in March to test response to a large scale natural
disaster.
He urged attendance at the North Pacific Fisheries
Council scheduled for the week of September 23, 1991,
in Anchorage as the IFQs would be the issue
discussed.
He was attending Southwest Alaska Municipal
Conference meetings where solid waste, tourism, and
fisheries were items discussed.

1. Kodiak Island Hospital Washing Machine
Foundation Repair Project Award.
Mayor Selby described the project as a four -inch
concrete slab under the existing washing machines at
the hospital, which eliminated severe vibration that
was damaging the washing machines. Four bids were
received and staff recommended award to Clarion
Company as the lowest qualified bidder. He indicated
that the Westmark Hotel agreed to let the hospital
utilize their laundry facilities during construction
at no cost.

2. Fencing materials for the Landfill Contract
Award.
Mayor Selby summarized the need to install fencing at
the landfill to limit direct access along the road
adjacent to the baler facility and along the property
fronting Monashka Bay Road to eliminate unauthorized
access to the landfill and provide a barrier to
litter. Although Frontier Fence of Kenai was the low
bidder, the Assembly may direct the award to H & H
Supply of Kodiak as a responsible bidder who
maintains a business office or store within the
Borough, since their bid did not exceed the lowest
responsible bid by more than ten percent.

Mayor Selby worked with the U.S. Navy on replacing
existing water lines and installing sewer lines for
the $2,000,000 facility on Spruce Cape. He said the
U.S. Navy asked the Borough to provide design review
and bidding services and maintenance of construction
contract. He added that the next phase was the
construction bidding process. He pointed out this
was an unique contract in that the U.S. Navy saved
monies and the Borough reviewed the plans ensuring
that KIB standards and codes were met.

1. Ordinance No. 91 -23 Granting the City of ORDINANCE
Larsen Bay the Power to Adopt and Enforce NO. 91 -23
Regulations Protecting the Municipal
Watershed.
Presented in first reading was Ordinance No. 91 -23
which, if adopted, would grant the City of Larsen bay
the authority to adopt and enforce regulations
intended to protect the Larsen Bay Municipal
Watershed.
Assemblymember Fitzjearl explained that the Larsen
Bay community requested the Assembly consider
granting the City of Larsen Bay the right to control
access and use of the land to protect their municipal
water system.

applicants by a committee of Borough department
heads.

CITIZENS' CONSENTS
Betty Springhill, Hospital Advisory Board Chairman,
shared her good feelings about the interagency
meeting that Mayor Selby had mentioned. She said the
Board was working diligently to get the hospital on
track and kept on track.
ASSEMBLYMEN'S CONSENTS ASSEMBLYMEN'S
COMMENTS
Assemblymember Hancock extended her sentiments on
Citizenship Week and Constitution Week by reminding
everyone to vote. She appreciated Mr. Short's
recognition of others that worked on the budget
document.
Assemblymember Monroe spoke to the plight of Alaska
Legal Services.
Assemblymember Stevens mentioned that Clem Tillion
from the Governor's Office would speak on fisheries
issues at the Southwest Alaska Municipal Conference
dinner.
Assemblymember Fitzjearl stated that after
adjournment of the last regular meeting of the
Assembly, Assemblymember Gould requested
reconsideration of the vote on the KANA lease
resolution. The Assembly discussed the fact that
there was a misunderstanding to what had acutually
taken place when the request was made and requested
that the reconsideration be placed on the next
regular meeting agenda.
Assemblymember Fitzjearl also thanked the citizens
that call her and asked them to continue doing so.
Assemblymember Gould welcomed the Southwest Alaska
Municipal Conference delegates to Kodiak.
Presiding Officer McFarland urged fishermen to attend
the fishery workshops during the SWAMC conference.
He announced the Southwest Alaska Municipal
Conference was in session through Saturday at the
Kodiak Westmark. He announced the next work session
on Thursday, September 12th at 7:30 p.m., in the
Borough conference room, and the next regular meeting
