Regular Assembly Meeting
August 17, 1989
A regular meeting of the Kodiak Island Borough Assembly was held
August 17, 1989, in the Assembly Chambers of the Kodiak Island
Borough Building, 710 Mi11 Bay Road. The meeting was called to
order at 7:34 p.m.
The Pledge of Allegiance was led by Presiding Officer Austerman.

Acting Mayor Freed alerted the assembly to the fact that Exxon
had an incinerator located in Viekoda Bay. She reported the
community of Port Lions had taken a firm stand against having the
incinerator operate in Viekoda Bay, and the borough supported
their position. She said all the agencies involved in dealing
with Exxon as well as Exxon were looking for alternative sites.
There are potential permitting problems with all the proposed
sites at either the state or federal level, she stated. She said
Rear Admiral Ciangalini, the federal on -scene coordinator, had
been in Port Lions. As a result of the concerns expressed by the
citizens, Admiral Ciangalini had requested the commandant to make
these concerns known to Exxon and requested the test burning be
delayed. She added the administration had discussed one option
being the possibility that there were no alternative acceptable
sites on Kodiak Island. She reviewed the alternative sites and
the problems involving them. She offered to keep the assembly up
to date.
Presiding Officer Austerman requested that he be kept apprised of
the events especially if the administration determined there was
no alternative site available on Kodiak Island.
Assemblyman Merriman concurred with the decision of the residents
of Port Lions in their fight to prevent the Exxon incinerator
from locating in Viekoda Bay. He felt that although Exxon stated
everything had been proven and said there would be no harmful
fall out, it was a gamble and a plan was essential.
A discussion followed concerning locating an incinerator in
Viekoda Bay by the assemblymembers.

Regular Assembly Meeting
At the request of the assembly, Don Lawhead, baler superinten-
dent, explained the baler liner replacement was more in line with
scheduled maintenance. He said there were baler plates and parts
which were worn and needed to be replaced. He added the baler
average was up this year (running about six extra bales a day
over the same time last year). Mr. Lawhead attributed the
increase to boats collecting garbage from the oil spill clean -up
vessels and bringing the garbage to Kodiak for disposal.
Mr. Lawhead responded to questions from the assemblymembers.

Presiding officer Austerman announced there would be no assembly
work session on Thursday, August 24; the next work session would
be Thursday, August 31 at 7:30 p.m.; and the next regular meeting
will be Thursday, September 7, at 7:30 p.m.. He reminded the
audience that the deadline for filing for public office was 5:00
p.m. on Friday, August 25, 1989.
Also, he reminded the asseeblymembere that the House Resources
Committee was holding a public meeting in Kodiak. He noted the
assembly and city council would be hosting a dinner for the
committee on Tuesday, August 22 at 6:30 p.m. at the Kodiak Cafe.
