The :meeting was called to order by mayor Betty J. Wallin at
1'00 P.M. in the Borough Meeting Room.

Ogg called for an executive session. Seconded by Mr. Eanse.:.

cad Ur. Peotter voted YES with Mr. Ong casting one "0 vote.
Special meeting reconvened at 3:35 P.M.
1. Personnel. Assembly appointed two members of the assembly
and one member of the personnel board to carry through with ;
wishes of the assembly regarding the personnel issues.

letter to the developer outlining specific deficiencies
found not to agree with the original conditions of
approval and which must be brought un to standard
prior to authorizing occupancy certificates. They
request authorization to proceed with the necessary
legal. action. Mr. Jack asked to abstain :ue to a
possible conflict of interest. Mr. Peotter moved that
rather than evict tenants. to pursue a route of im-
nlempntatinn of the nenaltlpR RA outlined in the Code
of Ordinances of KIB.. Seconded by Dr. Emmick. Motion
carried by unanimous roll call vote with Mr. Jack
abstaining.
D. 'Huey DeVille -Mr. Milligan requested authorization to
proceed with litigation as previously given as Mr.
DeVille has resumed the manufacture of crab pots on
Lot 10, USS 3100. Mr. Hansen moved to bevin litigation
against Mr. DeVille for crab not manffacture. Seconderi
by r Tak. Dr. Emmick t — t— � moved to amend that the action

levied and paid. Seconded by Mr. Peotter. Amendment
carried 5 -1 Dr. Emmick. Mr. Hansen. Mr. :reek. Hr. Oar
and Hr. Peotter cast YES votes with Mr. Fearn casting
one NO vote. Main motion carrier' by unanimous roll
call vote.
C. Randy Chase -Mr. Milligan stated Mr. Chase has been con»'.' -
a business doing body shop work in a residential garage.
Asked for authorization or policy direction as to
whether this should be pursued. Hr. Jack moved to

penalities can he levied against the violator. Seconded
by Dr. Emmick. nr. Emmick move' to table the action until
such time as the possibility of a variance has been
explored but not tore than ninety (90) days. Motion die<
for lack of a sernnd hr. Peotter ,coved to amend the
motion by substitution of a motion that would be to
refer to the P E Commission for their recommendations.
Seconded by Mr. Cyr. Substitute motion carried by
unanimous roll call vote.

D. Don Arndt -Mr. Milligan stated two (2) mobile homes had
been placed on property in the Island Lake area after
the permits had been denied on a health and sanitation
basis; also, Mr, Arndt had ignored a stop work order.

E. APS Seafoods -Mr. Milligan stated they received a zoning
exception in March 1977 which expired September 1978.
Parking was to have been provided for the dormitory in
this time. This has not yet been date. Requested
direction for future action if any. yavor Wain
directed that a letter. possibly_a fop letter, be

expired exception Aotifyi[tg_them _ of_that expiration
and that thev_ere liable to a penelty_up_to $500 per day.

file be set up for all exceptions so that a check of
exojrat on dates can be maple at all times. These
cases will be dealt with individually until such time
as a ''file at exceptions' can be completed.
