Mrs. Wallin stated that when she na':es a press release, she does so
as mayor and does not reflect the policies of the assembly.
It was explained that the tax study co:amittge was set up and
appointed by the mayor. The city has expressed a wish to have two
people on the committee. With reference to this committee
it will
make studies and rec ommendations, the assembly will make decisions.

The duties of this committee are (1) review the present tax
structure, (2) set : guidelines f evaluating eresent services based

on present taxes (3) study a'_terna to the tax structure. and
(4) make recommendations to the borough assembly. Vr. Williams
felt the borough and city should form separate committees Chen form
a joint committee.
It was agreed that guidelines and standards should be given this
committee just as they must he ;iv.n to the newly reorganized
Health Resources Advisory Council. ?:r. Williams stated that there
should be both a majority report and a minority report from the
committee. Mrs. Wallin asked that all the assembly members attend
the organizational meeting of the tax study committee, January 25,
1978 at 7:00 P.U. in the assembly chambers. ^ir. Denslow was asked
to get out letters advising of this meeting to the members of this
committee.
Mr. Williams stated he felt that with the tax study, there should
be a paper published showing tha general amounts of monies available
and where they are generally expended, strictly for information to
the public in a basic, uncomplicated form.
C. Expenditures. The matters in cuestion had already been taken
care of. It was stated that a budget transfer must be made to
allow for legal expenditures there_ are three possible sources
from which to transfer the money. Also, revisions must be made in
the school funding. When an adjustment is .made an explanation for
the revision should be included.

Mrs. Wallin stated that the subject of altering the windows in the
