I CALL TO ORDER
The meeting was called to order by Presiding Officer James
Peotter at 7:35 p.m. in the Borough Building Meeting Room.

III ITEMS OF BUSINESS
A. Resolution Number 77 -21 -R was read in full by Mr.
Peotter setting May 3, 1977 at 7:30 p.m. for the Board
of Equalization hearings with May 4th as an alternate
date in the event that more than one day was needed to
complete the hearings. Mrs. Kavanaugh moved to approve
Resolution No. 77 - - seconded by Mrs. Wallin. Motion
carried by a unanimous roll call vote.
B. Public Hearing for Proposed 1977 -78 Kodiak Island
Borough School District Budget for the Local appropriation
amount of $723,830 requested from the Borough.
In a memo to members of the Assembly, Robert C. Greene,
Superintendent stated that the 1977 -78 budget submitted
demonstrates a successful effort by the Board to provide
a quality program, keeping the cost increases within 107.
Four major priorities established by the School Board
were submitted as follows:
(1) continued upgrading of the Village School
programs
(2) accelerated emphasis on curriculum and
strengthening the instruction program
(3) maintenance and upkeep of facilities
(4) setting directions toward more effective and
streamlined management procedures.
Stipends for the School Board members are included for
the first time in the proposed budget in the amount of
$100 per month. Teacher's pay schedule had been set for
the next year with an increase of within 10% (7% on the
base pay plus increments); the classified pay scale will
be adjusted consistent with the rate of increase in the
consumer price index (3% on the base, 4% longevity in-
crements).

Borough with a contingency budget. Marolyn Pederson re-
sponded they did not; that the budget document is always
a fluid thing; was adjusted at the end of the first quarter;
also they were keeping a conservative watch on spending.
Public Hearing was closed. Regular meeting reconvened.

Mrs. Kavanaugh commented that the budget did not reflect
Ass deficit or surplus. Dr. Emmick stated thouht the
emblywasgivinthe School Districtablank and
felt he needed more information of specific items for the
next school year.
Mr. Peotter explained that the budget is premised on the
passage of Senate Bill 225 which has not as yet been
passed and that at this moment the passing of the budget
must be with the current laws of the State.
Mrs. Kavanaugh commented that there was nothing in the
budget for the CE -2 program. Mrs. Louise Collins, President
of the School Board, responded that the CE -2 money came
from the Federal Government, not the Borough; as this
money had to be spent specifically for Career Education;
the Board did not feel it needed to be in the budget. Dr.
Emmick stated he felt it was necessary for the public to
know how much money was being spent for the Career Education
program. Superintendent Greene said there was no way to
submit figures on n budget until figures were available
from the Government.
Mr. Peotter pointed out that according to Alaska Statutes
14.14.060 a definite amount of money needed to be
appropriated.
Mrs. Wallin asked if there was a monthly expenditure report
from the School Board to the Assembly. Mrs. Pederson
stated it was public knowledge, available to anyone; how-
ever the budget report was not attached to their minutes.

Mr. Estes mentioned the retaining of the debt service
($185,000) which is a 217 increase over 1975. Mrs. Kavanaugh
pointed out that the school budget was increased from 1975
180% stating also that travel monies, stipends and monies
for school board members going to learn to be negotiators

Question called on motion. Carried 5 -1 with Dr. Erick
casting a NO vote.
Mr. Peotter made a personal statement saying for purposes
of complying with Alaska Statutes this amount has been
budgeted. The Assembly is concerned about the education
of our children and after firmer figures are established
as to what revenues will be, the Assembly would be willing
to listen to any consideration for supplemental appropria-
tions to insure that adequate education is provided.
Mrs. Wallin moved that the Assembly request anyyd require

call vote.
. Dr. Emmick endorsed Mr. Peotter's statement; feels the
budget is a little tight, but feels the Assembly has the
responsibility of monitoring the expenditures of the School
District and needs justification for the amount of money
requested.

Mrs. Collins stated she was not aware that the Assembly
was not receiving the expenditure statements and felt
Assembly members ought to have them. Also commented
that Mrs. Kavanaugh had written a letter to the Editor
disagreeing with a School Board decision; accusing the
School Board of being bribed. Mrs. Collins felt the
integrity of the Board has been questioned and asked
for a public apology.
