The meeting was called to order by Deptuy Presiding Officer Cathe
at 7:40 P.M., in the Borough .Meeting Room, Kodiak

elected official is sitting in his position. Mr Sutliff offered no
comments. The meeting was opened for general audience comments.: r. Neil
Sargent was in the audience and stated that he felt that this action world
be against progress, he further gave a short resume of the lands act.
The question was raised as to the c_iteria of a village selection and
Mt. Wick stated t.at any band, tribe or group could establish a village,
that it did not necessarily have to be a village site but they could have
used the land for sore time during the past years. Mr. Wick also stated
that the villages listed in the notion are still in the same status, with
the exception of Woody Island. He went on to state that they had followed
the instructions in the haw and the.egulaticns as best they could and that
the groups had incorporated as a village as set forth in the act.
r. Van Hulle was in the audience and stated that the meeting of January 17,
1974 had been advertised as a work session and the public was not invited,
so he was unable to =went at that tire, however the legal questions did
not seen to have been discussed at the meeting. The only discussion sealed
to be around the fact that this would be getting land into private hands for
development. Previous to the lands act the State had been selecting land
as needed and so had the Borough, this was a slow process as they were making
selections only as needed and that now with the selections the Kodiak
community would not have an opportunity to expand. Mr. Van Halle pointed
out that there was no quarrel with the bona fide villages only those that
were not villages in 1970.
Residents from Bells Flats were concerned about the ownership .+f the land
and their imrstments and whether or not they should continue to plan to
build in this area.
Mt. Madsen again Stated that the villages were certified and that the
man who investigated the sites was very thorough and that the regulations
ations
had been written to allow for all possible village sites around the state.
They require only 13 people to have lived there for a period of time, the '
other 12 only have to have been there sometime during the year.
Mr. Wick replied to the question regarding the Bells Flats Village and
stated that it has not been determined if it is a village, however if not,
than the village of Ouzinkie or WoodyIsland would qualify for the land
