CALL TO ORDER

The meeting was called to order by Presiding Officer Powell at 10: 05 a.m.
in the Meeting Room of the Borough Building, Kodiak, Alaska.

III PUBLIC HEARINGS
A. Second Reading and Public Hearing on Ordinance 74 -18 -0 Authorizing
The Issuance and Sale of General Obligation Refunding Bonds, 1974, in
the amount of $4,000,000. Mr. Nelson moved for adoption of Ordinance
No. 74 -18 -0, seconded by Mrs. Wallin. The regular meeting was closed
and a public hearing opened on the proposed ordinance.
Mr. Wood noted that everything was arranged for the signing and delivery
of the bonds. The Mayor and Clerk will leave for Seattle on Monday evening,
sign the bonds on Tuesday and make delivery on May 1. Both the Mayor
and Clerk plan to be back in Kodiak on Thursday evening for the regular
Assembly meeting.
There being no further comments the public hearing was closed and the
regular meeting continued. Mr. Nelson, with the approval of the second,
amended his original motion to include amendment of the ordinance as read
in the first reading; under Section 2, amending the call provisions and
Section 3, amending the bond form, as recommended by the Bond Counsel.
The question was called and the motion passed by unanimous roll call vote.
B. Second reading and Public Hearing on Ordinance No. 74 -11 -0 Relating
to the Publication of Notices of Expiration of Redemption on Foreclosed
Properties for Non - Payment of Taxes. Mrs. Wallin moved for adoption of
Ordinance No. 74 -11 -0 in the second reading, seconded by Mr. Nelson. The
regular meeting was closed and a public hearing opened. The ordinance was
read in full by the Presiding Officer. The Clerk replied to the question
raised at the previous meeting concerning the redemption period, noting that
the redemption period remains the same, one year. This ordinance changes
the required time for the publishing of the notice thatthe redemption period
is nearing the expiration time. The public hearing was closed . The
question was called and the motion passed by unanimous roll call vote.
C. Public Hearing on the Proposed 1974 -75 Kodiak Island Borough School
District Budget. The Presiding Officer stated that since the School Board
had taken formal action to grant the Borough an additional thirty days for
action on the Budget, he would not ask for a motion prior to the public
hearing. The reason for the extension is to allow time for the legislature
to complete any action they may take on the allocations to school districts.
The report has been received at this date that the State will allow $1500
per unit. It was noted that JOM money has not been included in the
budget, if the money is available then there will be programs under this
allocation. The teachers have not been hired under the JOM programs,
however they have been told that should the money be available they will
have a place with the School District. The money for transportation will
mean a drop in the community services account, reduction of about $110,000
from local expenditure.

Mr. Powell asked why the debt service has been transferred to the Borough
Budget. It was noted that capital improvements are a responsibility of the
Borough. The revenues that have been received in the past, tobacco tax
and Chapter 249 will be received through the School District and forwarded to
the Borough. It was felt that all the debt service should be handled through
one budget. The Tobacco Tax is applied for by the School District and transferred
by Resolution of the School Board to the Borough.
Mr. Nelson again stated that he felt the School Board should hold a public
hearing on the School Budget prior to presentation to the Assembly. This
would enable the public to have some input into the working budget. This
has been discussed previously and no conclusion was reached at this time.
Mr. Powell noted that the next regular meeting of the Assembly will be May 2,
and the information necessary for review of the budget should be available
at that time. Another work session will be set with the Assembly and School
Board and a special meeting for acceptance sometime probably during the
third week of May.
The public hearing was closed and the regular meeting reconvened.
IV NEW BUSINESS
A. Letter from the City of Kodiak, Requesting Borough To Fund a Joint Dog
Control Project with the City of Kodiak. This item was postponed until the
next regular meeting, May 2, 1974.
