I CALL TO ORDER
The meeting lens called to order at 7:30 P.M. by the Presiding Officer, Norman
Sutliff.

A. 2nd Asa and PUblic Hearing Ordinance No. 72 -7-0 An Ordinance of the
Ko r Assembly confinang results of thi Election held
on Febrmry 15th, 1972, and authorizing the sale of four million dollars worth
of bonds. The Ordinance was read in Hill by Chairman White. me. Cloves moved to
Ordinance No. 72 -7-0 seconded by Mt. Sims. The regular meeting was closed

the regular meeting was reconvened. Discussion followed and the question was caller
for. It was eased unanimous roll call vote. At this time the Boroughs Chairmu
intbr Jerk to notify Mr. Lou Cassette that the advertisements of
the bids for construction may proceed on April 17th; also it is stated that the
infarmtim had to be received by Mt. Cassette prior to 10:00 A.M., Saturday,
April 15th.
B. Audit Proposals - me. White read the nennrarLn dated 6 April from the Borough
Clerk in reference to the audit proposals. Mt. White gave a non: -down on the audit
firm and asked for any discussion from the Borough Assembly. Mt. Sims was interes
in stating he would like to use the fire of Main, LaPrentz & Co., since they are
coming into the Kodiak ea, however they are not involved in and have not contacts
nanicipel accounting. It was requested at this time that a run-down be given by
the Borate Clerk. Mr. Water gave a review of the firms and current information.
Mr. Wallow was asked from the Chair as to a recommendation. The Clerk recommit"
that the firs of Hickman & Kautzky be hired as the audit firm. At this time me. Sid
moved seconded by h4. Brechan, that the recrosnndation of the Borough Clerk be
accce:�ted and that the Piro of Hickman & Kautzky be hired as the auditors for the
riecal year 1971 - 72. The question was called for and a unatizrous roll call vote has
an.
C. Review of Bids for the Ouzinkie School - Mr. White announced that the bids had
received on the Cuzinkie School project, gave the contractors who bid and the total
dollar aroma to include infonmtion about the alternates. Mt. White at this time
gave a discussion on the background of the Oazinkie School and the possibilities of '
funding through the Public Ian 815 Rinds. At this time Mr.• Brechan requested some
information as to the architects estimates, it was stated that the architects'
estimate was $306, 000.00. me. White gave the background concerning the special
election for the public lac 815 funding, 'also the alternates for the reduction of
the tool cost of the Ouzinkie School. Mr. Greene, Superintendent of Schools, gave
a run-down an the possibility of receiving outside electricity from the City of
Ouzinkde or a canary located in Ouzinkie. At this time Ike. White recamended that
bids be rejected and that the architect negotiate with the low bidder on possible
deletioneto the school so that the coat shall not exceed 3240,000.00 as authorized
by the voters at the special election of May, 1972. At this time it was 8:30 P.M
and me. Sims left because of a prior commitment. Mr. Breclrm recaomded that
Mr. White's recommendation be amended and state that :torthlasd 20atstruction be

electricity from an outside source so that the cost of. construction can be eliminat

E. Local Service Road Program - At this time the Borough Clerk gave a run -down
on the current status of local service roads and stated that he had been advertizing
with a bid closing date of 14th of April for citg and grubbing of local service
roads within the 1972 program. Two bids were received on the program; first bid
being $41,770 received Erin Northland Exploration and Equipment Conpany and the
second bid of $47,000 received from Welborn Construction Conpany. The background
as to the status of the program and approximate completion date was reviewed. Sons
questicos were asked as to the time elements. It was noted that the individuals
receiving the contract had ninety calendar after the notice to proceed to complete
the contract. Also that the bid was on a unit bid price with payments being re-
ceived on completion of each unit. There are ten units comprised of one acre each
and that the low bidder could receive a payment of $4,177 on completion of one
acre. Mr. arechan moved seconded by Phi. Arndt that the low bidder of Northland
