Commission. It was the general feeling that the procosal will be defeated
however if it should pass then the Borough and City will start legal action
to stop the annexation. I£ the annexation as presented is defeated, any
area wishing to coke into the City will be given all the assistance possible
but the Administration noted they would be hesitant to try again on such a
large scale. The Community must still keep in the mind the requirements set
forth by the agencies concerned with pollution.
D. I4 Health Center has moved into the new offices in the old Griffin
Memorial Building. Mrs. Springhill noted that Commissioner blcGuiness has
asked for suggested names of the new building, but nothing has been
decided as of this time. The Mental Health Center is renting the entire lower
floor of the building for a monthly rent of $500; this amount was established
some time ago and although it is srail for the amount of space, the Eepartment
of Buildings will be held to that fee. Mrs. Springhill pointed out that the
Comprehensive Health Board is meeting regularly and that the priorities at
this time are (1) selection of a new program director and (2) hiring of an
Administrative Assistant. The State will be giving assistance in the interim
until a new program director is hired as it is possible that the Center may
not be able to afford Dr. Langdon's service for much longer.
A. Mr. Taylor asked about Unification and it was noted that this has not been
shelved but that it is being worked on. If the area outside the City is
annexed we will be pretty close to one goverment.
B. Pt. White re Planner - The Chairman of the OED Committee had expressed the
feeling that with so many important projects underway at this time, the
update of the OEDP should be done by a professional planner. A call was
made to the firm of Tryck, Nyman and Hayes and someone will be in Kodiak
on Friday to meet with the Committee and give any assistance necessary. It
was felt that this should be done in order that all requirements are met to
assure that all grants will be forthcoming. The Assembly was in agreement
with this action.
C. Mr. Brasie re Land Sale. In answer to question concerning the date of the
land sale, it was pointed out that the land freeze is still on until March 17th.
and the Borough is getting in a position to handle the sale at the Borough
level, but it will be after that date.
A. Mr. Arndt asked if lands that have reverted back to the Borough will be
offered at the sane time as the land in Bells Flats. They have not been
appraised as yet but will be offered at the same sale.
C. MP. Clowes re House 3111 544. The School Board has gone on record as being
opposed to this bill, one that raises the price per instructional unit but
will not be fading for capital outlay and debt service. Mr. Clowes moved
that the Borough Assembly go on record as been opposed to House Bill 544
relating to financing of local school*, seconded by bt', Arndt. After a
lengthy discussion the question was called for and motion passed by unanimous
roll call vote.
D. Mr. Clowes re House Bill 474 - 'Ir. ^_lcwes roved that the Borough Assembly
go on record as supporting House 3111 474, an act relating to the taxation of
real property. This act would place a limit on taxation of an individual's
place of residence in that he could be taxed no more than 5% of his annual
income for that piece of property. `Ar!ng the discussion it was pointed out
that there were several things that the bill did not provided for; no limit
was established for any period or year. The motion died for lack of a second.
E.. Mr. Sims re House Bill 489 State Aid for Tourism. Noting that the Kodiak
Island Borough would qualify for this aid if the section concerning the
marine highway were deleted from the 3i11. Mr. Sims moved that the Borough
go on record requesting that HB 4 a9 be ;rcroved excluding Marine Highway
when Marine Hig}way is only connecticn .dth another Borough, seconded by Yr.
Clowes. Motion passed by unanimous roll :all vote.

F. Mr Sins re Re- Apportionment: Since the one man one vote concept had been
signed into law on December 31, 1971, Mr. Sims felt that the Borough should
not delay in complying with this law. The feeling of those representatives
of that area outside the city was that this should wait until after the
annexation is either passed or defeated. It was pointed out that the area
should be divided into districts to insure that each area would have a
representative rather than several individuals for cne area. It was pointed
out that the Borough's failure to comply with the law might jeopardize any
action that the Borough takes on roads, sewers or even on the Bond Issue.
It was suggested that the Ordinance be re- written and brought back at the
next regular election for a first reading. At that time the annexation
question should be answered and other steps can be taken. Mr. White read
letters from the Local Affairs Agency and noted that Mr. Mellott would be
willing to cone to Kodiak and offer any assistance. Mr. Clowes suggested
that he be invited to meet with the Borough Assembly.
G. Mfr. Russell Walker re Foreclosure Proceedings- a list of 1970 Delinquent
Taxes have been prepared and Mr. Walker requested authority to proceed with
foreclosure. Mr. White asked that this be delayed until a review had been
made of the list.
H. ft'. Walker re Local Service Road Program - noted that staking had begun in
the Monashka Bay area and that bids should be advertised within the next
couple of weeks. We will be accepting proposals for grubbing and clearing
of the road right -of -way. First road will be the continuation of the
Island Lake Drive to Otmeloi Way and the second road will be Lake View out
to Saw Mill Circle.
