A. Ratification of Election Judges for Nommter 3, 1970 Borough Election.
The Borough Clerk noted that the State has made the decision that
election judges could not serve for both State and Borough elections.
All precincts had been notified and all but Sir/ replied with additions:

Dear Mrs. May:
This will confirm our telephone conversation of Tuesday,
September 22, which included three points:
1. Respecting Lot 19 of Block 12 Aleutian Homes,
Incorporated subdivision. The conveyancing in-
volving the Federal Government has covered, in
each instance, Lot 20 and the Easterly ten feet
of Lot 19. The balance of Lot 19 does not appear
to have been conveyed to the Government and was
not included in our recent conveyance to Messrs.
Graber and Mynsberge. It appears, however, that
we have been making payments in lieu of taxes on
Lot 19 of Block 12 and we propose, consequently,
to take a credit, in the payment for the calendar
year 1970, for the amounts heretofore erroneously
paid in lieu of taxes on such Lot 19. It would
be very helpful if you could advise us from your
records the years and amounts of such payments.
Apart from the tax aspect, Mr. Robert Grafe has
advised that the recorded title to Lot 19 is vested
in Aleutian Homes, Incorporated, now a dissolved
corporation. In the foreclosure proceedings we
obtained a judgment against Aleutian Homes, Incor-
porated, in a substantial amount. Presumably the
judgment is a lien against the lot and we will have
to consider taking action to subject the property
to the lien.

2. Lots 28 and 29 of Block 13 do not appear in the
statement of taxes for 1970, whereas our records
indicate that these two lots were acquired by the
Government as a result of the foreclosure and were
conveyed to Messrs. Graber and Mynsberge. We would
appreciate, consequently, knowing what your records
show respecting these two lots.
3. We appreciate your advice that the Act of the Alaska
Legislature which provided funds to reduce certain
real property taxes for 1970 related only to that
year. We understand, consequently, that additional
legislation would be required to provide any such
reduction for 1971.
I want also to express my appreciation for your understanding
of and for your ready responses in the matters discussed. The
information you are to provide will enable us to proceed with
an agreement with the Borough for the 1970 payment in lieu of
taxes.
Some of the matters you and I discussed earlier this week have
heretofore been discussed with Robert Grafe of the Borough and
he is, of course, interested. Consequently, I am sending a
copy of this letter to him. Thanking you very much I an

A. Ratification of nectar: Judges. The Borough Chairman anted that this
year it was not possible to use the sae judges as the State for
Election Boards and therefore it was necessary to select others. The names
of the judges not previously received were rear, there being no objections
:Ir. Sutliff moved for ratification of the Election Judges as read, seconded
by ;Ir. Arndt, motion passed by unanimous roll call vote.
E. Ordinance ::umber 70 -11-£0, Emergency ordinance authorizing borrowing of the
sun of money needed for portable classroom units, read in full by the
Borough Chairman, indicating that this tyre of financing was necessary
in order to receive assistance on the construction costs from the State.
The classrooms are ready for shipment anda portion of the money is requested
at this tire. iir. Sutliff moved for passage of Emergency Ordinance Co.
70- 11-EO, seconded by i•ir. Arndt. It has pointed out by several assembly
maobars that although payment for the units is up to the school it would
be their recommendation that caution be taken to insure that the units are
in acceptable condition prior to payment being made. The question was
called for and the notion passed by unanimous roll call vote.
C. Election Ballots for Uganik. [r. Sutliff questioned whether or not the
ballots had cone out as yet and the Clerk not that they were due to leave
an Friday's plane and would reach the people in time for voting.
