A. Planning & Zoning - regular meeting - June 24, 1970 - There were no comments.

A. Division of Lands letter re Port Lions timber cut - The letter was read
to the As•ambly by Chairman *trite. It has noted by T. T. Jackson that
the Assembly had decided before they had no objections to this small cut.

B. Kodiak Bible Chapel request to hold camp at Pillar Creek -- The Borough
Chairman read the letter requesting the use cf Borough selected lands at
Pillar Creek. Mr. Sutliff moved to awmgsve the rcnuest, seconded by.
.ir. Arndt. The motion passed by a unanimous voice vote.
VI PUBLIC HEARINGS
A. Ordinance No. 70 -4-0, Tax ncemptians for Senior Citizens - The ordinance
was read in full by Chairman '.)bite. fir. Jac9csan nnvei to adapt Ordinance
70 -4-0, seconded by fir. Sutliff. --
The meeting was recessed by Deputy Presiding Officer Ed Naughton and a
public hearing opened. As there were no orients from the audience, the
Deputy Presiding Officer declared the public hearing closed and reopened the
regular Borough Assembly meeting.
fir. Naughton oriented that he felt the ordinance should not contain the
word "insured "; i.e. retired, insured man or war'', as he felt it would
hurt those people who valid not have qualified for Social Security.
Mr. Ubite felt it would be a good idea to strike the word "insured,
Mr. Jackson also agreed.
.1r. Jackson moved to amend the original motion to delete the word ':insured"
in the first paragraph of the first page of t it ordinance, seconded by

B. Ordinance No. 70 -6 -0, Rezoning of USS 444 from Service Recreational to
Industrial - The ordinance coos read in full by the Borough
- t ;roved to adopt Ordinance 70 -6 -0, seconded by flr. Sutliff.
the Deputy Presiding Officer recessed the regular meeting and declared the
public hearing open.
Father Connery gave background information. He said no that the Catholic
school, etc. had moved, there was no longer any need for this land The
Church needs to sell the land to obtain the money to pay off debts incurred
by moving. The request for rezoning is to enable the purchaser to develop
the land.
There being no further discussion, the Deputy Presiding Officer declared
the public hearing closed and reopened the regular meeting of the Borough
Assembly.
There being no ccnnents fran the Assembly, Mr Sutliff called for the
question. By roll call vote, Ordinance 70-6 -0 was approved unaninwsjz.
VII PIAamZ & ZWEG ITEMS
A. Kva]heim - Reauest for zonin�oeption - The Borough Chairman informed
the Assembly that the Kvalheim's were requesting the exception to enable
than to put a trailer on their land, as it has to be moved due to the
closure of the ACS Trailer Court.
VIII OLD asINESS
The Borough Chairman read the letter fran Robert E Grafe, Clerk - treasurer,
informinng Itrs. Kvalheim that the Planning & Zoning Commission had approved
the request, and that it would go to the Borough Assembly for final approval.
:r. Grafe stated that Ir. Roy Madsen, the borough Attorney. had reamnended
that Planning & Zoning not approve the rest. 'r. ;tadsen would like the
Borough Assembly to consider not giving approval as it is in direct con-
flict with the ordinance in effect in that area.
Chairmen Mite cemented that there was already one trailer on the property
and also a residential building.
Ir. Arndt said this could possibly be a hardship case and suggested having
a time limit on the exception.
Mr. Naughton pointed out that because of the high costs involved in setting
a trailer up on a lot, it Could have to be there for at least two years to
make it pay.

A. Final of Fire Service Ag en
reemt and Addendum - Both the Agreement
and Ad�m were read in full by to Borough Chaiunan. He also explained
the content of both to the Assembly.
Mr. Sutliff mated for final approval of the Fire Service harems* and Addendum,
seconded by Mr. Arndt.
Mr. Itite cemented that there was a reduction in the millage rate.
Mr. Sutliff inquired as to the Fire District boundaries. Itr. Finite said they
were still the same. tir. Sutliff stated that the people in the Fire Service
District will be taxed approximately two mills, but next year. same of these
people will probably be deleted due to inaccessability. According to the
new Agreement, the City has to agree with any boundary changes made by the
Borough.

$25,000.00 and reduce it by $7,500.00, and place it in the recreation

the $25,000.00 be placed with the City's CD's at the en& of the current

Rev. Childs and iir. Redick said $4 500 00 was for a summer recreation pro-
gram and $3,000.00 for a winter program. Ha-never, such a large sue is not
needed now that same of the summer time has passed by

A. i,r. Arndt asked about the centralizing of all Borough accounting. Mr. Grafe
said he will have a report outlining the concept of a central treasury
for the next regular meeting.
B. Mr. Jackson said he had a problem as a landlord. He had heard that land-
lord's could no longer take their tenants to Small Claims Court when they
did not pay their rent. The Borough Chairman caaeented that he felt this
was a false rumor, as the amounts for Small Claims had been increased.
:Ir. Jackson said that at one tire, all landlords had to pay a fee to cover
costs in Small Claims Court.

Mr. Floyd thanked the Assembly for listening to the orients on the recrea-
tion program.
B. The Teen Club representatives said they needed adult volunteers to get the
Club going. Rev. Childs said there was a limit as to what could be done
without any adults involved.

the recreation program.
Mr. Jadcsan moved to give the Borough Chain= and the Boroush Clerk -
Treasurer the authority to settle the ratter with the School Board, seconded
