1976-25 Regarding Intoxicating Being Allowed To Travel On Any Aircraft.A RESOLUTION OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH
REGARDING INTOXICATING PERSONS BEING ALLOWED TO TRAVEL ON ANY
AIRCRAFT
WHEREAS, the Kodiak Island Health Resources Council conducted a
Health Needs Survey and such Survey indicated that the Number One Health
Problem within the Kodiak Island Borough is Alcohol Abuse and Alcohol Relateā¢
Problems, and
WHEREAS, one of the contributing factors to this No. One Problem is
the pattern of travel to and from Kodiak and the villages, and the prime means
of transportation is air travel, and
WHEREAS, The Federal Aviation Regulations prohibit any air carrier fr
carrying an intoxicated person,
NOW THEREFORE BE IT RESOLVED, that the Assembly of the Kodiak
Island Borough go on record as requesting the local air carriers and the FAA
to enforce these provisions of the regulations. Inasmuch as the Kodiak Island
Borough supports a local detoxification center and no such facilities exist in
the villages, it is the Assembly's feeling that these individuals should not be
transported back to the villages while intoxicated.
It is also resolved that copies of this resolution along with a cover lette
will be transmitted to the FAA Office in Anchorage and to all local air carriers
