A RESOLUTION REQUESTING REVISIONS TO THE LEGISLATIVE
APPROPRIATION FOR OIL SPILL RESPONSE
WHEREAS, the sum of $35,700,000 has been appropriated from the
general fund to the Office of the Governor for expenditures by state agencies
that are necessary and appropriate as Exxon Valdez oil spill related expenses;
and
WHEREAS, communities have only been eligible to receive a small
portion of this appropriation based upon their ability to receive reimbursement
from Exxon and limited release of the funds to municipalities by the
administration; and
WHEREAS, these conditions have severely limited the ability of oil
impacted municipalities to respond to the significant local impacts of the Exxon
Valdez oil spill; and
WHEREAS, these additional funds are necessary to allow
municipalities to administer effective local oil clean up efforts and to reduce
incurred social costs as a result of the Exxon Valdez oil spill;
NOW, THEREFORE, BE IT RESOLVED that the Kodiak Island
Borough Assembly urges the Alaska State Legislature to adopt the proposed
revisions to the oil spill appropriation legislation and that the amendment
clearly state that municipalities are eligible to receive funding without
recourse to Exxon for reimbursement.
BE IT FURTHER RESOLVED that the Kodiak Island Borough
Assembly urges revisions to the oil spill appropriation legislation to require
the state to consult with municipalities in the approval of oil spill contingency
[ plans and to permit municipalities to adopt legislation to continue clean up and
prevent the release of oil and other hazardous substances.
