1989-68 Supporting the Alaska Municipal League.By: Introduced: Adopted: KODIAK ISLAND BOROUGH RESOLUTION NO. 89 -68 -R Mayor Selby 9/21/89 9/21/89 A RESOLUTION IN SUPPORT OF THE ALASKA MUNICIPAL LEAGUE WHEREAS, the Alaska Municipal League, as a statewide, nonprofit, nonpartisan organization, exists to promote local government throughout Alaska; and WHEREAS, the current municipal membership of the Alaska Municipal League is 113 local governments of all sizes, from all parts of the state; and WHEREAS, these governments provide essential services to approxi- mately 95 percent of Alaska's population; and WHEREAS, the Alaska Municipal League, by virtue of the size and diversity of its membership, can have more influence with the Legislature and the state administration than any one municipality can by itself; and WHEREAS, the Kodiak Island Borough and six incorporated citles within its boundaries are proud members of the Alaska Municipal League; and WHEREAS, the Alaska Municipal League provides the Kodiak Island Borough and all its member municipalities with infomation, advocacy at the state and federal levels, training, research, risk management, and other services that can be provided more efficiently and more effectively in conjunction with other local governments; and WHEREAS, the Kodiak Island Borough and its communities are now represented on the League Board by Jerome Selby, who will step into the presidency at the 1990 Alaska Municipal League Conference; and WHEREAS, other local officials from throughout the borough have played and continued to play important roles in the League, including membership on the Board of Directors and on the Legislative Committee, ensuring that the interests of the borough's residents are well represented and also enabling the borough's local governing bodies to broaden their understanding of the concerns of local governments throughout the State and to promote the common interests of all Alaskans; and WHEREAS, by participating in this statewide organization, the Kodiak Island Borough and all Alaska Municipal League members are able to develop a better understanding of the operation of local governments, and the diversity of peoples and cultures that make up Alaska; and WHEREAS, this understanding and broadened appreciation of any by the officials of the Kodiak Island Borough works to the advantage of the borough's residents and to all Alaskans; and WHEREAS, the publications of the Alaska Municipal League, expecially the "Alaska Municipal League Legislative Bulletin," published weekly during the legislative session, provide Kodiak Island Borough officials and employees with up -to -date Information about what is going on in Juneau; and WHEREAS, training programs of the Alaska Municipal League offer elected officials, managers, municipal clerks, and others an opportunity to exchange views with their colleagues in other parts of the state and to strengthen their skills so they can better serve the citizens of the Kodiak Island Borough; and WHEREAS, the Alaska Municipal League monitors legislation and adminsitrative agency actions that affect municipalities so that its members can Resolution No. 89 -68 -R be aware of how these actions will affect them and work to support or oppose them for the good of Alaska's local governments; and WHEREAS, in the First Session of the 16th Legislature alone, the Alaska Municipal League was a key player in several major legislative issues benefitting Alaska municipalities; and WHEREAS, the Alaska Municipal League waged a strong battle to prevent a decrease in funding for the Municpal Assistance and REvenue Sharing programs during the 1989 session, and was successful in reducing the 20 percent cut proposed by legislators, thus preserving over $101,000 in Municpal Assistance and Revenue Sharing for the Kodiak Island Borough and over $85,000 for other local governments within borough boundaries; and WHEREAS, through the efforts of the Alaska Municpal League and others in support of full funding for the school foundation formula for FY 90, the Kodiak Island Borough did receive full funding for that entitlement, compared to the 20 percent cut proposed by legislators during the session, which has enabled the borough to better provide for the education of our children; and WHEREAS, through the efforts of the Alaska Municipal League in support of funding for the school construction debt reimbursement program, vunding for the program was increased over the Governor's recommended level, and the Governor was convinced not to reduce the appropriation, thus providing the Kodiak Island Borough with additional funds to repay its outstanding debt for school construction; and WHEREAS, the Alaska Municipal League, in recognition of the crisis facing many municipalities in Alaska who were unable to purchase municipal insurance, supported legislation that would allow municipalities to form risk management pools and in 1988 did form such a pool to ensure that all Alaska's municipalities will have access to stable and affordable insurance and risk management education; NOW, THEREFORE, BE IT RESOLVED by the Kodiak Island Borough Assembly that the Borough and all its communities value and appreciate the Alaska Municipal League and recognize the important role the League plays in promoting the welfare of the citizens of the Kodiak Island Borough and all citizens of Alaska by promoting the cause of local government in Alaska. BE IT FURTHER RESOLVED that the Kodiak Island Borough Assembly encourages all of the state's municipalities to become or remain members of the League to ensure the diversity, viability, and effectiveness of this vital statewide organization.
