No. 89 -29 -R Page 1 of 2 By: Recommended Introduced: Adopted: Mayor Selby b)Elorough Engineer 5/04/89 5/04/89 KODIAK ISLAND BOROUGH RESOLUTION NO. 89 -29 -R A RESOLUTION OF THE KODIAK ISLAND BOROUGH SUPPORTING HOUSE BILL 106, ESTABLISHING A HAZARDOUS WASTE REDUCTION AND RECYCLING PROGRAM WHEREAS, several thousand pounds of hazardous waste are added to the nation's environment for every person in the United States each year, and WHEREAS, hazardous substances have been improperly disposed of at more than 200 known or suspected sites in the state, including 40 regulated public water supply systems that have been contaminated, and more ' sites are discovered each year, and WHEREAS, the Congress of the United States, in adopting the Hazardous and Solid Waste Amendments in 1984, established a national policy that wherever feasible, the generation of hazardous waste should be reduced or eliminated as expeditiously as possible, and WHEREAS, by reducing or eliminating hazardous waste before it is generated, hazardous waste source reduction efforts can be more effective than traditional "end-of- the - pipe" pollution abatement strategies, and WHEREAS, hazardous waste reduction can improve workplace safety as well as lower waste management and regulatory compliance costs, and WHEREAS, while some large businesses undertaken hazardous waste reduction initiatives, have successfully information particular need for small businesses have a on and technical assistance regarding opportunities to reduce the generation of hazardous waste, and WHEREAS, hazardous waste reduction and recycling efforts are Increasingly recognized by both business interests and the general public as an economically and environmentally effective response s st° n to the increasing costs and liabilities resulting from hazardous waste generation; NOW, THEREFORE, BE IT RESOLVED by the Kodiak Island Borough Assembly that the Alaska State Legislature is urged to pass House Bill 106, and establish a hazardous waste reduction and recycling program; provide for hazardous waste reduction matching grants; and establish priorities for the promotion of hazardous waste management practices.
