A A RESOLUTION

WHEREAS, Federal 011 and Cas Lease Sale 0114 is scheduled for
sale
in September of 1990, and
WHEREAS, the draft environmental impact statement for Lease Sale
0114 is scheduled for release in August of 1989; and
WHEREAS, the scoping report and the meetings from which the
report is taken occurred before March 24, 1988, and
WHEREAS, since March 24, 1989, the Exxon Valdez oil spill has
continued to significantly impact coastal communities throughout the State of
Alaska, and
WHEREAS, the oil industry, as evidenced by the Exxon Valdez oil
spill, has demonstrated that they do not have the capability to clean up a
significant oil spill (even under favorable weather conditions by Alaskan
standards), and
WHEREAS, the residents of the Kodiak Island Borough rely on the
resources of Shelikof Strait and the Gulf of Alaska for their livelihood, and
WHEREAS, the Kodiak Island Borough resident will be directly
impacted by activities related to Lease Sale 0114, and
WHEREAS, the Kodiak Island Borough Outer Continental Shelf
(OSC) Advisory Council has requested that the Kodiak Island Borough
Assembly support a two -year delay of Lease Sale 0114;
NOW, THEREFORE, BE IT RESOLVED that Kodiak Island Borough
Assembly urges the Secretary of Interior to delay Lease Sale #114 by at least
tow years, since not enough is known about the long term impacts of oil
spills, as evidenced by the Exxon Valdez oil spill, and the fact that ongoing
research as a result of the Exxon Valdez oil spill will provide good
information in order to evaluate the possible consequences of Lease Sale #114.
