RESOLUTION NO. 89 -25 -R
A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY SUPPORTING
HOUSE BILL 210, RELATING TO THE RESERVATION OF INSTREAM FLOWS
IN WATER IMPORTANT FOR FISH
WHEREAS, the value of salmon in the Kodiak Area District exceeded
100 million dollars in 1989, and
WHEREAS, the true economic value of the salmon exceeds 100 million
dollars due to processing and support activity, and
WHEREAS, it is apparent that the State of Alaska Department of
Natural Resources has over appropriated water to out - of- stream users, and
WHEREAS, it is apparent that out - of- stream users are capable of
causing high mortality to salmon population, and
WHEREAS, out - of- stream users should be required to reserve
sufficient flows for adult salmon and their spawn;
NOW, THEREFORE, BE IT RESOLVED that the Kodiak Island
Borough Assembly supports House Bill 210 which reserves instream flows for
fish.
BE IT FURTHER RESOLVED that the Kodiak Island Borough
Assembly requests the bill be amended to include language which recognizes:
1. The difference between non - consumptive and consumptive water
users; and
2. That non - consumptive users be allowed to exceed the instantaneous
flow rates in areas of steep gradient (!8 %); and
3. The significant difference between high economic value fish such as
the anadromous species and the low economic fish species such as
stickleback and sculpin.

BE IT FURTHER RESOLVED that copies of this resolution will be
sent to Representatives Davidson, Jacko and Coll, Senator Zharoff, Governor
Steve Cowper, and the Commissioners of Dept. of Natural Resources and Fish
& Game.
