RESOLUTION NO. 89 -10 -R
A RESOLUTION SUPPORTING THE FEDERAL SALTONSTALL- KENNEDY PROGRAq
AND THE ROLE OF INDUSTRY DIRECTED FOUNDATIONS IN THE PROGRAM
WHEREAS, the federal government established a seafood industry
grant program in 1980, and
WHEREAS, the grant program was established to fund the develop-
ment and promotion of the U.S. seafood industry and fisheries products, and
WHEREAS, the program is directed towards strengthening the U.S.
seafood industry in the face of increasing foreign competition and a fluctuat-
ing resource base, and
WHEREAS, the program is funded from tariffs on imported seafood
and seafood products, and
WHEREAS, program projects receive matching funds and in -kind
services from the seafood industry, and
WHEREAS, the Saltonstall- Kennedy program is unique because it
sets goals based on industry priorities and works with industry to accomplish
projects to achieve those goals, and
WHEREAS, the primary method the seafood industry has used to
participate in the Saltonstall- Kennedy program is through regional fisheries
development foundations, and
WHEREAS, the Alaska Fisheries Development Foundation was put
together by the Alaska seafood industry to maximize the benefit of the
Saltonstall- Kennedy program in Alaska, and
WHEREAS, the Saltonstall- Kennedy program has resulted in several
projects which have had significant national and regional benefits to the
seafood industry, and
WHEREAS, in Alaska five shorebased and at least ten vessel -based
surimi processing firms' have begun operations since the initiation and comple-
tion of the Alaska Fisheries Development Foundation's surimi demonstration
. project, and
WHEREAS, two more recent Foundation projects, flatfish fishery
I development and by- product utilization, are having the same level of positive
':impact on the Alaska seafood industry, and
WHEREAS, this unprecedented level of success in development
'efforts can be directly related to the unique industry /foundation
' in the Saltonstall- Kenned participation
y program;
NOW, THEREFORE, BE IT RESOLVED that the Kodiak Island
Borough Assembly expresses its appreciation for the results of past
Saltonstall- Kennedy program projects and ratitude for their su
United States Congress, the U.S. P the the
S. Department of Commerce, the Natitional
Oceanic and Atmospheric Administration, the National Marine Fisheries

Service, and the many industry organizations, fishery groups and individuals
that contribute to the success of this program, and
BE IT FURTHER RESOLVED by the Kodiak Island Borough Assembly
that it respectfully requests the United States Congress, the United States
Department of Commerce, the National Oceanic and Atmospheric Administra-
tion, the National Marine Fisheries Service, and other concerned groups to
continue their support for this program and the unique industry/foundation
involvement which provides beneficial results and directed, efficient projects.
