RESOLUTION NO. 85 -70 -R
A RESOLUTION OF THE KODIAK ISLAND BOROUGH SUPPORTING THE FEDERAL
ADOPTION OF THE BRISTOL BAY COASTAL MANAGEMENT PROGRAM.
WHEREAS, the Bristol Bay Coastal Resource Service Area Board was
organized in October, 1981 for the purpose of developing and adopting a
I coastal management program; and
WHEREAS, the Bristol Bay Coastal Management Program (BBCMP) empha-
sizes the importance of the region's fish and wildlife to the commercial and
subsistence livelihoods of Bristol Bay residents; and
WHEREAS, the program does not restrict any developmental activities
as long as they can be done in a manner that will not significantly harm the
fish and wildlife of the region; and
WHEREAS, the Alaska Coastal Policy Council unanimously approved the
BBCMP on February 6, 1985 and submitted it to the Federal Office of Ocean and
Coastal Resource Management (OCRM) as routine implementation of the ACMP; and
WHEREAS, unlike all previous local coastal management programs, the
OCRM determined that the BBCMP was a significant amendment to the ACMP; and
WHEREAS, the OCRM decision was not based upon any meaningful
analysis of the program and appears to be an arbitrary attempt to delay the
approval of the BBCMP as long as possible.
II NOW, THEREFORE, BE IT RESOLVED that the Kodiak Island Borough
Assembly supports the federal adoption of the Bristol Bay Coastal Management
Program and urges the Governor and the Alaska Congressional Delegation to do
everything in their power to ensure that OCRM acts expeditiously on the BBCMP
and approves it as submitted.
