RESOLUTION NO. 84 -71 -R
A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY SUPPORTING AN
ADDITIONAL HALIBUT OPENING.
WHEREAS, the International Pacific Halibut Commission (IPHC) highly
regulates the harvest of halibut; and
WHEREAS, this regulation has provided very limited openings for the
harvest of halibut; and
WHEREAS, the regulation of fishermen fishing halibut has increased
significantly within the lase year, placing a burden on the fishermen that is
not commensurate with the opportunity provided to harvest halibut; and
WHEREAS, there has been a substantial increase in the halibut
catch per unit of effort and not availability; and
WHEREAS, halibut are known predators of other commercial fishery
species, particularly juvenile tanner and king crab; and
WHEREAS, other commercial fisheries in western Alaska are at a
low -ebb, especially the king crab fishery; and
WHEREAS, four -day, halibut openings have created a lot of spoilage
due to processors' inability to process the quantity of fish caught in the
short intense fishing period; and
WHEREAS, more opportunities to harvest halibut would:
I) provide an additional boost and stability to the western Alaska fishing
economy; and
2) reduce predation of other commercial fishery species; and
WHEREAS, the current system of limited openings with large stocks is
poor fisheries' management.
NOW, THEREFORE, BE IT RESOLVED that the Kodiak Island Borough

I Assembly supports at least four weeks of two days per week halibut openings in
I areas 3A and 3B starting with the 1985 halibut season.
