1984-57 Supporting U.S. Customs Rules Amendments To 19 C.F.R. Section 4.80(a).1 ; KODIAK ISLAND BOROUGH RESOLUTION N0. 84 -57 -R A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY SUPPORTING IU. S. CUSTOMS RULES AMENDMENTS TO 19 C.F.R. SECTION 4.80(a). WHEREAS, increased vessel and passenger traffic in Alaskan and mother United States ports generates more port related jobs, and WHEREAS, because of distance and fuel cost factors, it is often less 'expensive for ships to call on greater numbers of United States ports than on 'like numbers of foreign ports, which means savings can be passed on to passengers, and WHEREAS, lower cruise fares both increase passenger traffic and Ilprovide passengers with more disposable income to be spent ashore, and WHEREAS, the typical cruise ship carries 500 to 1,200 passengers who lgo ashore to patronize local port businesses which is a new revenue source for lsmaller ports not currently visited, and WHEREAS, the Kodiak Area is involved in major economic diversification 1 'effort, developing travel industry infrastructure and attractions in areas of historic, scenic and sports activities, and WHEREAS, Kodiak is celebrating its 200th anniversary as the first 'Russian Settlement on the North American continent and in Alaska, typifying the significance of foreign ship calls to our ports, and WHEREAS, the proposed rule changes provide the opportunity for enhancement of economic benefits to the Kodiak Area. NOW, THEREFORE, BE IT RESOLVED that the Kodiak Island Borough Assembly jstrongly urges the Commissioner of Customs to adopt the proposed rule changes to 19 C.F.R. Section 4.80(a) allowing non- United States flag ships to call on as many United States ports and spend as much time in them as they wish.
