A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY REQUESTING A STUDY
OF THE COMBINATION OF FIRE PROTECTION DISTRICT NO. ONE (BAYSIDE) AND THE KODIAK
ICITY FIRE DEPARTMENT.
jj WHEREAS, the City of Kodiak presently operates a full -time fire
epartment providing necessary fire protection services to the City of Kodiak
F ind Fire Protection Area No. One (Bayside), and
;1 WHEREAS, the Kodiak Island Borough, after voter approval, did
establish Fire Protection Area No. One pursuant to Ordinance No. 80 -29 -0, and
WHEREAS, the Kodiak Island Borough has utilized a portion of its per
( capita monies to build and equip a volunteer fire department designed to serve
jds a substation to the City's main fire station, and
WHEREAS, in order to provide maximum service at minimum cost, it is
dvantageous to eliminate needless duplication of equipment, manpower, programs
,hnd support costs, and
WHEREAS, upgrading existing programs and creation of new programs
'through reassigned manpower to supplement building inspection, public educa-
Ition training, fire suppression and first aid services is possible, and
WHEREAS, the elimination of boundaries which influences response to
h mergencies, standardization of operating procedures, equipment and training
Hay result in greater resource of personnel thereby increasing the capabilities
of the combined organization and facilitate meaningful long range planning
'through cooperation and reorganization.
NOW, THEREFORE, BE IT RESOLVED by the Kodiak Island Borough Assembly
hat the City of Kodiak be respectfully requested to study the cost implications
ssociated with combining Fire Protection District No. One (Bayside) and the
ity of Kodiak Fire Department into one entity under one administration
ssessing each governmental unit its fair share of the total cost for improved
fficiency and cost reduction.
BE IT FURTHER RESOLVED that the staff of the Kodiak Island Borough
nd the City of Kodiak are urged to detail such combination of services in
intergovernmental cooperation agreement to be presented to both elected
odies as sonn as possible.
