A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY SUPPORTING THE
UPGRADE OF BARANOF PARK RUNNING TRACK.
WHEREAS, the Kodiak Island Borough Assembly by Ordinance 79 -9 -0

adopted a Comprehensive Parks and Recreation Plan on January 9, 1981, and
WHEREAS, the plan indicates
that the Borough's areawide educati
powers enable it to participate in the implementation of recreation facili
and programs through the schools, and
WHEREAS, the plan further states that within the City of Kodiak t
'provision of parks and recreation is clearly a shared responsibility betwee
the City of Kodiak and the Kodiak Island Borough governments, and
WHEREAS, Baranof Park, a seven acre facility constructed upon Cla
Lake and a former landfill site has serious drainage deficiencies thereby
rendering the park and its facilities including the running track unusable a
certain times of the year, and
WHEREAS, the Kodiak Island Borough has constructed a new 450 stude
lementary school immediately adjacent to the park thereby further increasin
on an already deficient overtaxed park and its facilities, and
WHEREAS, the Kodiak Island Borough School District submitted its
apital improvement program needs to the Department of Education in July, 198
ndicating the need for a reconstructed track in Baranof Park, at an estimate
ost of 5500,000, and
WHEREAS, the Kodiak Island Borough in Resolution No. 83 -139 -R
l adopting a capital improvement program for fiscal years 1984 through 1989
also indicated the need to improve the Baranof Park running track, and
WHEREAS, the City of Kodiak has now completed detailed engineering
and cost estimates of $450,000 to provide necessary drainage and reconstruction
of the running track to national metric standards, and
WHEREAS, the City of Kodiak, the Kodiak Island Borough School
District and the Kodiak Island Borough are all in agreement that drainage and
track improvements in Baranof Park are a top community priority urgently needed
at this time.

NOW, THEREFORE, BE IT RESOLVED by the Kodiak Island Borough that they
agree to work with the school district and the City of Kodiak in obtaining
.funding to improve drainage and track reconstruction in Baranof Park as a
cooperative effort to be completed as soon as possible in accordance with the
'City of Kodiak design and engineering.
BE IT FURTHER RESOLVED that copies of this resolution shall be sent
to the following persons who are requested to assist in this urgently needed
community project:
The Honorable Bob Mulcahy, State Senate
The Honorable Fred F. Zharoff, House of Representatives
John Pugh, Mayor, City of Kodiak
David Thompson, Chairman, Kodiak Island Borough School District
Harold Reynolds, Jr. Commissioner, Department of Education
