RESOLUTION N0. 84 -29 -R
A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY SUPPORTING FULL
FUNDING OF FISCAL YEAR 1985 MUNICIPAL ASSISTANCE REVENUES AND STATE REVENUE
SHARING.
WHEREAS, the Alaska State Legislature adopted a formula funding
program for municipal assistance which is thirty percent of the previous years
corporate income tax, and
WHEREAS, the amount for FY 85 it is estimated to be $90.9 million,
which is $20.4 million more than the $70.5 million requested by Governor
Sheffield in his FY 85 budget request, and
WHEREAS, the municipalities of Alaska base their planning on this
formula and rely on that law, and
WHEREAS, partial and irregular funding of the formula causes major
budgeting problems for municipalities because local budgets must be approved
before the state budget is adopted, and
WHEREAS, reduced funding for the Kodiak Island Borough will result
in either increased local property taxes or reduced local services, and
WHEREAS, the Commissioner of Revenue has projected revenue increases
in excess of five hundred million dollars.
NOW, THEREFORE, BE IT RESOLVED that the Kodiak Island Borough
Assembly respectfully requests the Alaska State Legislature to fully fund the
Municipal Assistance Program for FY 85 at the adopted statutory formula in the
amount of $90.9 million.
