1984-21 Supporting Senate Bill No. 423 (House Bill 589) And House Bill 684 Relating To The Alaska Power Authority.n n ^( A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY SUPPORTING SENATE BILL NO. 423 (HOUSE BILL 589) AND HOUSE BILL NO. 684 RELATING TO THE ALASKA POWER AUTHORITY. WHEREAS, the Kodiak Island Borough Assembly approved Resolution No. 83 -136 -R supporting the Kodiak Electric Association, Inc. in their negotiation with the Alaska Power Authority, and WHEREAS, Senate 8i11 423 and House Bill 589 were introduced by the Rules Committee of the House and Senate at the request of the Governor combining the "four -dam pool" into one project for debt service and wholesale power rate calculations, removing the Susitna "blackmail" clause and permitting the utilities to charge a lower wholesale rate to large customers, and WHEREAS, House Bill No. 684, an act making a special appropriation to the Alaska Power Authority in the amount of $35,000,000 for the purpose of rate stabilization in accordance to the terms of the power sales agreement, has been requested by the Governor, and WHEREAS, this legislation accomplishes many of the objectives indicated in Resolution No. 83- 136 -R. NOW, THEREFORE, BE IT RESOLVED by the Kodiak Island Borough Assembly that the Alaska State Legislature is urged to pass Senate Bill No. 423 (HB 589) and House Bill No. 684 during the Second Session of the Thirteenth Legislature.
