KODIAK ISLAND BOROUGH
RESOLUTION NO. 84 -18 -R
A RESOLUTION OF THE KODIAK ISLAND BOROUGH COMMENTING ON THE DRAFT
ENVIRONMENTAL IMPACT STATEMENT (DEIS) FOR FEDERAL OIL AND GAS LEASE SALE 488.
WHEREAS, the federal government has scheduled Oil and Gas Lease
Sale #88 (Gulf of Alaska /Cook Inlet) for October 1984; and
WHEREAS, this lease sale offering includes all of Shelikof Strait,
which continues to grow in importance as a fisheries area for residents of the
Kodiak Island Borough; and
WHEREAS, in October of 1980, the Kodiak Island Borough took the
following "formal position" on Lease Sale #60:
"Lease Sale #60 should be delayed on the grounds that
1) an inadequate DEIS was prepared;
2) cumulative impacts of oil and gas leasing in the area
of the Borough have not been addressed; and
3) oil companies lack the technical capability to contain
an oil And in the event s the l Sale is consummated, the Kodiak Island Borough
is adamantly opposed to drilling at this time, south of the Cape
Douglas - Barren Island line;" and
WHEREAS, the Kodiak Island Borough OCS Advisory Council has reviewed
the DEIS for Lease Sale #88, and the consensus was to recommend that the
Kodiak Island Borough Assembly support Alternative III (Shelikof Strait
Deferral) and Alternative IV (Wildlife Buffer Deferral), as identified in the
DEIS; and
WHEREAS, the federal government held a public hearing on the DEIS
for Lease Sale #88 in Kodiak on February 14, 1984, and the testimony was
unanimously Against oil and gas leasing in the Shelikof Strait; and
WHEREAS, the United Fishermen's Marketing Association (UFMA) took a
position of supporting Alternative III from the DEIS because: the fisheries
resources in the area are very high; the oil resources in the area are pro-
jected to be low; and the data being used to evaluate the impact is very
general; and
WHEREAS, the communities of the Kodiak Island Borough are undergoing
a current "economic crisis" and as a result the fishing economy is becoming
oriented towards bottomfish harvest and production primarily from the Shelikof
Strait; and
WHEREAS, to a large degree all the concerns expressed by the Borough
about Lease Sale #60 still exist for this lease sale.
NOW, THEREFORE, BE IT RESOLVED that the Kodiak Island Borough sup-
ports Alternative III ( Shelikof Strait Deferral) and Alternative IV (Wildlife
Buffer Deferral) as identified in the DEIS for Lease Sale #88
