1984-14 Supporting Use Of A Portion Of The Raw Fish Tax To Provide Low Interest Loans To Shore-Based Bottom Fish Processors.ATTEST: I BY I 1 1 gh C KODIAK ISLAND BOROUGH RESOLUTION NO. 84 -14 -R A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY SUPPORTING USE OF A PORTION OF THE RAW FISH TAX TO PROVIDE LOW INTEREST LOANS TO SHORE -BASED BOTTOMFISH PROCESSORS. WHEREAS, fishing is an important economic activity in the State of Alaska employing one out of every ten Alaskans, and WHEREAS, investment capital for onshore processing facilities is recognized as a top priority in the fishing community, and WHEREAS, because the Kodiak King Crab season will not be opened this year, d iversification is needed to derive maximum benefit from Alaska'a fishery resources, and WHEREAS, the potential growth of the bottomfish industry makes it especially important that this segment of the processing industry be promoted for the economic welfare of the entire state, and WHEREAS, low interest loans would encourage the building and expansion of onshore bottomfish facilities and create a more stable job market, and WHEREAS, Senate Bill 379 and House Bill 518 allow tax credit of not more than fifty percent of a shore -based cannery or fishery business's tax liability for expenditures incurred for the development of the capability of processing a developing commercial fish species. NOW, THEREFORE, BE IT RESOLVED by the Kodiak Island Borough Assembly that the Governor be and is hereby urged to use an amount equal to the State's share of fifty percent of the raw fish tax to provide low interest loans to !allow shore -based processors to develop or expand their facilities for ;bottomfish processing.
