'.i A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY APPLYING FOR STATE
J CONSTRUCTION GRANT ASSISTANCE FOR THE ISLAND LAKE WATER AND SEWER PROJECT.
WHEREAS, the Borough of Kodiak Island, Alaska is faced with a chronic

housing shortage resulting in dense rural -type residential development in areas
iI not well suited for these conditions, and
ij WHEREAS, the Island Lake area of Service District No. I has long been
recognized as a problem area in terms of water quality resulting in residents
Il being cited by the Alaska Department of Environmental Conservation (DEC) for
I' violation of water quality standards, and
it WHEREAS, Kramer, Chin and Mayo, Incorporated have developed the Kodiak
j! Island Borough Service District No. I Wastewater Facility Plan and Environmental:
Li Assessment anticipating a project cost of some $8,500,000, and
WHEREAS, Chapter 82, Session Laws of Alaska 1981 provides $3,518,000 for
the Island Lake /Water /Sewer Project, and
WHEREAS, Alaska Statutes 46.03.030 authorizes the Department of Environ-
mental Conservation to award construction grants to incorporated municipalities
up to a maximum of fifty (50 %) percent of eligible project costs.
NOW, THEREFORE, BE IT RESOLVED by the Kodiak Island Borough Assembly
''that the Borough Manager is hereby instructed to submit an application for state
1iconstruction grant assistance in the amount of $3,518,000 for partial funding of
' the Island Lake /Water /Sewer Project.
