1981-100 Terror Lake Hydoelectric ProjectKODIAK ISLAND BOROUGH RESOLUTION NO. 81 -100 -R A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY SUPPORTING THE TERROR LAKE HYDROELECTRIC PROJECT. WHEREAS, the Kodiak Island Borough Assembly passed Resolution No. 80 -22 -R (June 5, 1980), endorsing the Terror Lake Hydroelectric Project in order to provide Kodiak Island Borough citizens a dependable electric power source which is not dependent upon fossil fuels, and WHEREAS, the Kodiak Island Borough Assembly also passed Resolution No. 81 -18 -R (April 2, 1981). supporting the passage of Senate Bill No. 25 (the authorization bill) and Senate Bill No. 26 (the funding bill) in the Twelfth Legislature of the State of Alaska, and WHEREAS. Senate Bill No. 25 did pass by a collective vote of 44 ro 13 and Senate Bill No. 26 did pass by a vote of 59 to 0 thereby indicating the legislature's determination to massively promote hydroelectric development in Alaska through a system of grants and also did authorize the sum of $81,500,000 specifically for the Terror Lake Hydroelectric Project, and WHEREAS, the Board of Directors of Kodiak Electric Association, Inc. filed application with the Federal Energy Regulatory Commission (FERC) for a license to construct and operate the Terror Lake Hydroelectric Project, and WHEREAS, the FERC has reviewed the various engineering and environ- mental studies and has completed the environmental impact statement and issued the license to construct and operate the Terror Lake Hydroelectric Project, and WHEREAS, the Board of Directors of Kodiak Electric Association, Inc. I have accepted the license to construct the Terror Lake Hydroelectric Project with the stipulations attached thereto and has successfully obtained the necessary cooperation and appropriate required actions by the Kodiak Island Borough in regards to the stipulations, and WHEREAS, the Governor of the State of Alaska has demanded that the Alaska Power Authority be reconstituted in such a way that it could be held more closely accountable to policies consistent with administratively perceived public purpose, and WHEREAS, in order to use the Terror Lake construction funds and to proceed with construction, it is now necessary that the FERC license to construct and operate the project be transferred to the Alaska Power Authority without delay, and 1 1 ') ) ' 1 2 n n WHEREAS, the Kodiak Electric Association, Inc. Board of Directors have requested the FERC to transfer the license to the Alaska Power Authority in order to construct and operate the Terror Lake Hydroelectric Project. NOW, THEREFORE, BE IT RESOLVED by the Assembly of the Kodiak Island Borough and the Kodiak Electric Association, Inc. Board of Directors request the Alaska Power Authority to accept the transfer of license to construct and operate the Terror Lake Hydroelectric Project fran the Kodiak Electric Association, Inc. on authorizatian by the Federal Energy Regulatory Commission. BE IT FURTHER RESOLVED by the Kodiak Island Borough Assembly that representatives of the Borough are hereby authorized to travel as necessary in '.,order to implore the appropriate agencies to promptly proceed with the Terror Lake Hydroelectric Project in order to provide Kodiak Borough citizens 1hydroelectric power at the earliest possible moment and thereby relieve our dependency upon fossil fuels.
