A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY
;REQUESTING THE STATE LEGISLATURE TO AUTHORIZE 100% FUNDING OF
!SCHOOL OPERATIONS AND MAINTENANCE COSTS.
WHEREAS, the State Legislature is considering some type
of property tax alleviation, and;
WHEREAS, the funding for schools in the state differ
'for organized areas and REAA's, and;
WHEREAS the REAA's are funded totally by the State and
the organized areas are responsible for education and do tax for
such responsibility;
THEREFORE, BE IT RESOLVED that the Kodiak Island Borough,
in order that all areas of the State be treated equally; request
the Legislature to fund 100% of the Operations q st
and Maintenance,
with the stipulation that 1981 fiscal year be used as a base and
that future increases be tied to inflation and population.

Dear Sirs:
Borough Resolution Number 81 -6 -R was delivered to the Kodiak Island School
Board for consideration at their May llth meeting. That Resolution calls for
support of 100% funding of maintenance and operation of school districts using
the 1981 cost as base and inflation and population growth as variables to be
considered for .escalation of costs.
The discussion by members of the Kodiak Island School Board at the meeting
of May llth indicated a general reluctance to support the Borough Resolution
Number 81 -6 -R for the following reasons. It is a difficult task at best to
define what 100% of maintenance and operation costs are. There are a number of
variables that can affect those costs outside of inflation and population growth.
In the Kodiak Island Borough the construction of new facilities, resulting
increased square footage and the associated costs certainly does affect the
maintenance and operation costs experienced by the District. That being just
one of a number of variables that would probably need to be considered in an
overall analysis of total costs of maintenance and operation. The second area
of concern was the fact that our current maintenance and operation costs exceed
the total of the local contribution and while the members of the School Board
are not opposed to increased State monies to support the Borough's various
financial responsibilities, the Board is committed to the concept of local
control and decision making for the members of the School Board as well as the
members ot the Borough Assembly and the voters and taxpayers of the Kodiak island
Borough.
The cost of educational programs, construction, and maintenance and
operation costs for school districts across the State, both urban and rural, are
receiving a goon deal of attention and discussion by the current legislative
session. Increased State funding could certainly be helpful, both to the
Borough and the school district, but we must all continue to protect our local
interests and guard against the guidelines and regulations that frequently
accompany state or federal funding.
This may be an. ocport.:ne time for a combined work session ot the School
Board and the Borough Assembly to discuss matters of .mutual concern and interest.
