A RESOLUTION BY THE KODIAK ISLAND BOROUGH ASSENBLY'OPPOSING SENATE
BILL NO. 152 IN THE LEGISLATURE OF THE STATE OF ALASKA.
WHEREAS, there has been introduced in t Senate of the Sixth
Legislature of the State of Alaska, a bill proposing repeal and changes
in the leasing procedures as now governed AS 38.05.180, and
WHEREAS, these suggested changes amendments appear to be
clearly designed to favor small minority groups of individuals and
/
associations with dubious claims of prfiority interest over the over-
/
riding interests of all the people the state who could be deprived
of hundreds of millions of dollar9 ll in past and future competitive lease
revenue, and
WHEREAS, such revenues (ire desperately needed to finance the
State's grossly urderfinan ce,public =•, .tional system, and assist

the local governments in providing -_•_• services such as secondary
roads, police protection, health and sani tion, pollution control,
parks and recreation, et4.
NOW, THEBEEORF,, BE IT RESOLVED that Kodiak Island Borough
Assembly go on record opposing Senate Bill No. 2, on the basis that
it would not be in the best interests of all the ••le of Alaska.
