1989-35 Authorizing Acceptance of Department of Community and Regional Affairs Grants Related to the Oil Spill Disaster and Appropriating Such Cleanup Grant Funds From the State of AlaskaKODIAK ISLAND BOROUGH EMERGENCY ORDINANCE NO. 89 -35 -0 By: Mayor Selby Recommended by: Finance Director Introduced: 12/28/89 Adopted: 12/28/89 AN EMERGENCY ORDINANCE AUTHORIZING ACCEPTANCE OF THE DEPARTMENT OF ENVIRONMENTAL CONSERVATION GRANTS RELATED TO THE OIL SPILL DISASTER AND APPROPRIATING SUCH CLEANUP GRANT FUNDS RECEIVED FROM THE STATE OF ALASKA WHEREAS, on March 24, 1989, the Exxon tanker Valdez went aground in Prince William Sound spilling 1 million gallons of oil into the Gulf of Alaska; and WHEREAS, this oil spill has become disastrous to the Kodiak environment; and WHEREAS, the Alaska Department of Environmental Conservation has awarded the Kodiak Island Borough a grant of $2,060,000 to be used for oil spill cleanup efforts; and WHEREAS, it is critical that these funds be immediately available for expenditure of the winter cleanup efforts in the borough; NOW, THEREFORE, BE IT ORDAINED by the Kodiak Island Borough Assembly that: Section 1. This ordinance is of an emergency nature and shall not be codified. Section 2. The Kodiak Island Borough hereby accepts the oil spill cleanup grant from the Alaska Department of Environmental Conservation. The Mayor is authorized to execute said grant. Section 3. Staff is hereby authorized and directed to effect the necessary line item changes within the limits established by fund, project and department to property monitor, account and report on the receipt and expenditures of these funds. Section 4. The FY 90 budget is hereby amended by recognizing additional revenue to the oil spill fund from this state grant and by appropriating these funds to the Oil Spill Disaster Fund. The Mayor is Ordinance No. 89 -35 -0 Page 1 of 2 authorized to expend funds from the Oil Spill Disaster Fund for the purpose of oil spill cleanup efforts. These funds shall be expended only for the purposes and in the manner described in the grant. ATTEST: Section 5. This ordinance shall remain in effect for 60 days.
