1989-33 Reinstating Limitations on the Mayors Authority to Contract for the Purchase of Goods and Services Related to the Exxon Oil SpillSection 2. Section 5 of Ordinance No. 89 -15 -0 is repealed.
Section 3. This ordinance shall become effective immediately upon
its adoption by the borough assembly.
Section 1. This ordinance is not of a general and permanent nature
and shall not be codified.

ORDINANCE NO. 89 -33 -0
AN ORDINANCE REINSTATING LIMITATIONS ON THE MAYOR'S
AUTHORITY TO CONTRACT FOR THE PURCHASE OF GOODS
AND SERVICES RELATED TO THE EXXON OIL SPILL
WHEREAS, Ordinance No. 89 -15 -0 established a procedure for
handling funds received by the borough for oil spill cleanup efforts; and
WHEREAS, Section 5 of this ordinance waived the provisions of
Section 3.16.020 of the Code of Ordinances limiting the mayor's authority to
contract for goods and services valued at more than $5,000 without assembly
approval; and
WHEREAS, the waiver of this limitation was necessary due to the
emergency nature of the oil spill cleanup effort; and
WHEREAS, the oil spill cleanup effort has been reduced
substantially, and there is no further need for the mayor to have emergency
purchasing powers; and
WHEREAS, all limitations on the mayor's purchasing authority
contained in the Code of Ordinances shouts apply to oil spill related
purchased in the future; and
WHEREAS, this can be accomplished by repealing Section 5 of
Ordinance No. 89 -15 -0;
NOW, THEREFORE, BE IT ORDAINED by the Kodiak Island Borough
Assembly that:
