AN ORDINANCE OF THE BOROUGH ASSEMBLY OF THE KODIAK
ISLAND BOROUGH REPEALING AND RE- ENACTING CHAPTER 4, SECTION
6 OF THE KODIAK ISLAND BOROUGH CODE OF ORDINANCES AND
RESOLUTIONS PROVIDING FOR ELECTION PRECINCTS WITHIN THE
BOROUGH AND ADDING SECTION 20 PROHIBITING THE SALE OF
ALCOHOLIC BEVERAGES WITHIN THE KODIAK ISLAND BOROUGH
BETWEEN CERTAIN HOURS ON- ELECTION DAY; SECTION 17 VOTER QUALIFICATION
WHEREAS, there have been changes in the boundaries
of the election precincts since the last election, and the
Borough Code of Ordinances and Regulations providing for
voting precincts should be amended to reflect these changes,
and further amended to reflect the change concerning the sale
of alcoholic beverages within the Kodiak Island Borough
between certain hours on election day.
NOW, THEREFORE, BE IT ORDAINED by the Borough Assembly
of the Kodiak Island Borough as follows:
Section 1. Chapter 4, Section 6 of the Kodiak Island
Borough Code of Ordinances is repealed and re- enacted to
read as follows:
"Section 6. Precincts: The following precincts and
polling places are hereby established for Borough elections
and may be changed from time to time as deemed necessary by
the Borough Assembly by Resolution:
ALITAK PRECINCT. That area commencing at Red River on
the west side of Kodiak Island; thence in an easterly direction
to the headwaters of Deadman's Bay; thence following the
northeast shoreline of Deadman's Bay to the east corner of
Alpine Cove; thence in a southerly direction to the eastern
extremity of Geese Island off the southeast shore of the
Aliulik Peninsula; thence in a circuitous line around the
Trinity Islands and in a northerly direction to Red River, the
place of beginning. For those qualified voters living in the
Alitak Precinct, the polling place shall be akhiok School.
CAPE CHINIAK PRECINCT. That area on the east side of
Kodiak Island, beginning at Cape Chiniak; thence westerly
along the shoreline of Chiniak Bay to Kalsin Bay; thence
southerly, westerly and northerly along the shoreline of Kalsin
Bay to the point where the common line of T29S and T30S S.M.
intersects the west shoreline of Kalsin Bay; thence west along
aforesaid line to the northwest corner of section 4, T30S, S.M.
R20W; thence south along the section line common to sections 4
and S of R20S to the southwest corner of section 33, T30S, R20W,
S.M.; thence east along the township line common to T30S and
T31S to the intersection of the Sacramento River; thence southerl
along the Sacramento River to the shoreline of the Pacific Ocean;
thence northeasterly along the shoreline to Cape Chiniak, the
place of beginning. Including the offshore islets of the area
herein described. For those qualified voters living within the
Cape Chiniak Precinct, the polling place shall be the schoolhouse

KARLUK PRECINCT. That area commencing at Rocky Point
on the west side of Kodiak Island; thence in a southwesterly
direction to the center of Shelikof Strait; thence running in
an easterly direction to the headwaters of Deadman's Bay; thence
in a northwesterly direction to Rocky Point, the place of
beginning, and including all the rest of Election District No.
13 not otherwise included in any other precinct. For those
qualified voters living within Karluk and the Karluk Precinct,
the polling place shall be the Karluk School.
KODIAK PRECINCT NO. 1. All that area within the City
limits and northerly of the following described line:
commencing at the most northerly point of High Street; thence
southerly along High Street to the intersection with Thorsheim
Avenue; thence southerly along Thorsheim Avenue to the inter-
section with Benson Aveneu; thence easterly along Benson Avenue
to the intersection with Mill Bay Road; thence easterly along
Mill Bay Road to the City limits. For those qualified voters
living within the Kodiak Precinct No. 1, the polling place shall
be the City Hall on Benson Avenue.
KODIAK PRECINCT NO. 2. All that area within the City
limits and westerly of the folllowing described line;
commencing at the most northerly point of High Street; thence
southerly along High Street to the intersection with Thorsheim
Avenue; thence southerly along Thorsheim Avenue to the inter-
section with Benson Avenue; thence easterly along Benson Avenue
to the intersection with Mill Bay Road; thence easterly along
Mill Bay Road to the most western corner of Community Grant
No. 36; thence southerly along a line drawn between said corner
and centerline of Sth Avenue; thence southerly along Sth Avenue
to the intersection with Mission Road; thence easterly along
Mission Road to the most westerly corner of Paul's Subdivision.
thence southerly along the westerly boundary of Paul's Sub-
division to the City limits. For those qualified voters living
within Kodiak Precinct No. 2, the polling place shall be the
Harbormaster Building on Marine Way.
KODIAK PRECINCT NO. 3. All that area within the City
limits and easterly of the following described line: commencing
at the intersection of Mill Bay Road and City limits; thence
westerly along Mill Bay Road to the mo.st western corner of
Community Grant No. 36; thence southerly along a line drawn
between said corner and centerline of Sth Avenue to the inter-
section with Mission Road; thence easterly along Mission Road
to the most westerly corner of Paul's Subdivision; thence
southerly along the westerly boundary of Paul's Subdivision to
the City limits. For those qualified - voters living within
Kodiak Precinct No. 3, the polling place shall be the State
Armory Building.
LARSEN BAY PRECINCT. That area commencing at Cape Kuliuk
on the west side of Kodiak Island; thence in a southwesterly
direction to Rocky Point; thence in a southeasterly direction
to the head of Deadman's Bay on the south end of Kodiak Island;
thence in a northeasterly direction in line with the head of
Uyak Bay to the intersection line from Dangerous Cape to Cape
Kuliuk; thence in a northwesterly direction to Cape Kuliuk, the
point of beginning. For those qualified voters living within
the Larsen Bay Precinct, the polling place shall be the Larsen
Bay School.

IMISnON ROAD PRECINCT. That area commencing at Cape
Kuliuk on the northwest side of Kodiak Island; thence in a
southereasterly direction in line with Dangerous Cape to
Dangerous Cape on the southeast side of Kodiak Island; thence
in a northeasterly to northwesterly direction, in a circuitous
line through the middle of the channel of Ouzinkie Narrows;
thence in a westerly direction through the center of Whale
Island Passage and Kupreanof Straits; thence continuing in a
circuitous line in a southwesterly direction to Cape Kuliuk
�I on the northwest side of Kodiak Island, the place of beginning,
li said precinct area not to include those areas contained within
the incorporated limits of the City of Kodiak, the Naval Station
or the Kupreanof Peninsula southerly to a direct line from the
southerly end of Viekoda Bay to the southerly end of Kizhuyak
iBay, nor does it include the Cape Chiniak Precinct as described
herein. For those qualified voters living within the Mission
Road Precinct, the polling place shall be the East Elementary
it School.
OLD HARBOR PRECINCT.. That area commencing at the eastern
extremity of Geese Island off the southeast shore of the
i Aliulik Peninsula; thence in a northeasterly direction, includin;
all shoreline islands to Dangerous Cape; thence in a
northwesterly direction to the intersection line of Larsen Bay
Precinct from Deadman's Bay to Uyak Bay; thence along said line
to Deadman's Bay; thence around the head of Deadman's Bay to
the eastern tip of Alpine Cove; thence in a southerly direction
to Geese Island, the place of beginning. For those qualified
voters living within the Old Harbor Precinct, the polling place
shall be the Old Harbor School.

i OUZINKIE PRECINCT. All of the following islands:
Spruce, Whale, Raspberry, Afognak, Shuyak, Marmot Islands
and adjacent islets. For thos qualified voters living within
the Ouzinkie Precinct, the polling place shall be the Ouzinkie
School.
PORT LIONS PRECINCT. All of Kupreanof Peninsula
southerly to a direct line drawn from the southerly end of
Viekoda Bay to the southerly end of Kizhuyak Bay. For those
qualified voters living within the Port Lions Precinct, the
polling place shall be the Port Lions Community Center.
UGANIK BAY PRECINCT. That portion of District 13 on
the northwest end of Kodiak Island described as follows:
beginning at the junction of the Larsen Bay and Old Harbor
at Mission Road Precinct in a straight line to the southeast
point of the Port Lions Precinct; thence in a westerly direction
along the southern boundaries of the Port Lions and Ouzinkie
Precinct to the southeast point of Ouzinkie Precinct; thence in
a southwesterly direction along the Karluk Precinct boundary
to the north tip of Larsen Bay Precinct; thence along the
northeasterly boundary of said precinct to the point of beginn-
ing. For those qualified voters living within the Uganik Bay
Precinct, the polling place shall be the West Point Cannery,
except when otherwise.designated • as a place where the voting
shall be by absentee ballot due to the lack of election
i officials and judges."

SECTION 17. Qualifications of Voters: Any person may vote
who (1) is as cit ien of the United States; (2) has passed his or her
eighteenth birthday; (3) is qualified to vote in state elections and
has been a resident of the municipality for 30 days immediately
preceding the election and who is registered to vote in state elections
and is not disqualified under Art. V of the State Constitution.
Section 20. It is unlawful to give, barter, sell
or in any licensed premises to dispose of any intoxicating
liquor in the Kodiak Island Borough on a day on which an
election is being held in the Kodiak Island Borough for the
purpose of voting for a candidate for public office during
the hours in which the polls are open, 8:00 A.M. to 8:00 P.M.
