Citizens Board of Equalization Meeting
May 18, 2009
A regular meeting of the Kodiak Island Borough Citizens Board of Equalization was held on May 18,
2009 in the Assembly Chambers of the Kodiak Island Borough Building, 710 Mill Bay Road. The
meeting was called to order at 12:15 p.m.
Present were Board members Karenia Hackett, Tim Hurley, Cassandra Juenger, and John Parker.
Staff members present were Assessment Clerk Kirsten Galliher and Borough Deputy Clerk Marylynn
McFarland.
HACKETT moved to excuse Board member Boehland.
ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Hackett, Hurley, Juenger, and Parker.
APPROVAL OF AGENDA
JUENGER moved to approve the agenda.

APPROVAL OF MINUTES
A. BOE Meetings of May 11, 2009, and May 12, 2009
HURLEY moved to approve the minutes as submitted.

ITEMS OF BUSINESS
A. Issuance of Findings of Fact
HURLEY moved to adopt the findings of fact and conclusions as follows:

The assessed value presented to the Board by the Assessor
was excessive. It was the Board's determination that the
assessed value for improvements should be $599,500 and
value of land $100,500 for tax year 2009.
2009-002 2009-002 Xerox Corporation
The assessed value presented to the Board by the Assessor
for this docket was excessive. It was the Board's
determination that the Leased Equipment Acct. #13507
assessed value should be $204,258 for tax year 2009.
2009-003 2009-003 Xerox Corporation
The assessed value presented to the Board by the Assessor
for this docket was excessive. It was the Board's
determination that the Leased Equipment Acct. #11574,
assessed value should be $422,233 for tax year 2009.

The assessed value presented to the Board by the Assessor
for this docket was fair. It was the Board's determination that
the assessed value for improvements should be $65,100
and value of land $102,000 for tax year 2009.
2009-005 2009-005 Safeway Stores Inc.
The assessed personal property value presented to the
Board by the Assessor for this docket was excessive. It was
the Board's determination that the total assessed value
should be $1,243,504 for tax year 2009.
2009-006 2009-007 Gregory Spalinger
The assessed property value presented to the Board by the
Assessor for this docket was excessive. It was the Board's
determination that the total assessed value for
improvements should be $159,412.50 and value of land
$131,815.25 for tax year 2009.
2009-007 2009-008 T.C. Enterprises
The assessed value presented to the Board by the Assessor
for this docket was fair. It was the Board's determination that
the business personal property should be valued at $56,021
for tax year 2009.
2009-008 2009-009 Robert Coyle
The assessed value presented to the Board by the Assessor
for this docket was fair. It was the Board's determination that
the assessed value for improvements should be $94,200
and value of land $34,200 for tax year 2009.

B. Certification of Actions to the Assessor
The Certificate of Actions was submitted for the Board's review and was signed by Chair Parker.
